Bond Reduction Consideration for Tract Map No. 83604 (2820 Amherst Street). KB Home
Greater Los Angeles Inc., the developer of the 5.57 acre site located at 2820 Amherst Street
(Tract Map No. 83604), a 42 unit detached single family residential project, has requested to
reduce bonds that were established with the approval of the final map for the project on
September 19, 2022.
Recommendation: That the City Council authorize the reduction of the bond amounts for the
Performance Bond and the Labor & Materials Bond to approximately 10% of each original value
and authorize City Staff to release the remaining portion of the bonds valued one year after this
action. |

20. Resolutions Establishing the Active Transportation and Public Infrastructure
Commission, Finance Commission, and Parks and Recreation Commission and
Amending the Conflict of Interest Code. This item formally adopts resolutions establishing
three new advisory commissions approved by the Council on May 5, 2025, for Finance, Active
Transportation & Infrastructure, and Parks & Recreation, each requiring a resolution to define
responsibilities and updating the City's Conflict of Interest Code to include these new bodies.
Recommendation: That the City Council:
1. Adopt resolutions approving the Active Transportation and Infrastructure Commission,
Finance Commission, and Parks and Recreation Commission; and
2. Approve a resolution amending the Conflict of Interest Code to add/delete Commission

18. Resolution Adopting the Fiscal Year 2025-26 Budget. The City operates on a July 1st to June
30th fiscal year and is required to have a balanced budget adopted prior to entering the new
Fiscal Year. The City Council will consider a final budget in which ongoing expenditures exceed
ongoing revenues, but it is operationally balanced through the use of one-time funds. Total
General Fund expenditures are proposed at $49,951,566 with total appropriations (all funds) at
$99,223,658. In addition to approving a final budget, the City Council is asked to adopt a
Resolution to formally approve the Fiscal Year 2025–26 budget.
Recommendation: That the City Council adopt a resolution titled, "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, ADOPTING A BUDGET FOR
THE 2025-26 FISCAL YEAR," approving the Fiscal Year 2025-26 Operating Budget and
appropriating $99,223,658 to cover expenditures across all funds. |

17. Annual Partnership Agreement with the La Verne Chamber of Commerce. The La Verne
Chamber of Commerce is proposing a new Partnership Agreement for a 12-month term from
July 1, 2025, through June 30, 2026. Staff is proposing to reduce the financial subsidy from last
year from $45,000 to $40,000 for various services and programs which would benefit the La
Verne business community.
Recommendation: As recommended by the City Council Chamber Liaison Committee, that the
City Council approve a Partnership Agreement with the La Verne Chamber of Commerce for
July 1, 2025, through June 30, 2026. |

15. Landscaping and Lighting District No. 8 Public Hearing & Resolution for Annual Levy. On
May 19, 2025, the City Council adopted a Resolution setting June 16, 2025 at 6:30 PM as the
date and time for the public hearing for the subject assessment district. There is no proposed
increase in the assessment from last year’s levy. It is proposed to set the levy at the 1996-97
approved full year’s assessment of $249.70 per parcel.
Recommendation: That City Council adopt the attached Resolution, providing for the annual
levy for Fiscal Year 2025-2026. |

12. Memorandum of Understanding with Los Angeles County Department of Military and
Veterans Affairs for Veterans Benefits Assistance Services. This MOU formalizes a
collaborative partnership that will allow MVA to provide on-site veterans benefits assistance at
the La Verne Community Center. The partnership ensures that local veterans and their families
receive direct access to vital services including benefits counseling, claims filing assistance, and
referrals to housing and health care resources.
Recommendation: That the City Council:
1. Approve the Memorandum of Understanding with the Los Angeles County Department of
Military and Veterans Affairs; and
2. Authorize the City Manager, or their designee, to execute the agreement; and
3. Direct staff to implement the terms of the agreement in coordination with MVA personnel.

11. Authorizing the Execution of Side Letter Agreements Amending the Memorandums of
Understandings Between the City of La Verne and the La Verne City Employees’
Association, La Verne Police Officers’ Association, and the La Verne Firefighters’
Association Regarding Education Incentives. In February and again in April, the City Council
approved Side Letter Agreements to the Memorandums of Understanding (MOUs) with the La
Verne City Employees’ Association (CEA), La Verne Police Officers’ Association (POA), and La
Verne Firefighters’ Association (LFVA) that formalized tentative agreements on language
changes needed for compliance with California Public Employees Retirement System
(CalPERS) requirements. After further discussion with CalPERS, each of the respective side
letters requires additional modification to be in compliance.
Recommendation: That the City Council:
1. Authorize the City Manager to execute a Side Letter Agreement amending the
Memorandum of Understanding between the City of La Verne and the La Verne City
Employees’ Association;
2. Authorize the City Manager to execute a Side Letter Agreement amending the
Memorandum of Understanding between the City of La Verne and the La Verne Police
Officers’ Association; and
3. Authorize the City Manager to execute a Side Letter Agreement amending the
Memorandum of Understanding between the City of La Verne and the La Verne

pilot program to assist in overtime reduction and continued achievement of standards of
coverage staffing recommendations.

Old Town La Verne Business Improvement District - Affirming Annual Report and Levying
Assessments. The City Council adopted the Annual Report for the Old Town La Verne
Business Improvement District and declared its intention to hold a public hearing declaring its
intention to levy an annual assessment for fiscal year 2025-2026 at their May 19, 2025 meeting.
This public hearing will be held to accept any protests of the levying of the annual assessments.
Recommendation: That the City Council conduct the public hearing, accept any protests,
override any such protests, and adopt the attached Resolution affirming the Annual Report and
