RECOMMENDATION:
That the City Council adopts the next Resolution, in order, to:
1. Approve the First Amendment to Rider No. 1 to the Heartland Communications
Facility Authority Amended and Restated Lease, which establishes project
management and reimbursement responsibilities for tenant improvements at Fire
Station No. 6; and
2. Appropriate $600,000 of City CIP Fund (501) equity, reimbursed by Heartland
Communications Facility Authority, to increase the Fire Station No. 6 Renovation
(233804PWCP) project. |

increase the Vehicle Replacement budget (606895);
2. Authorize an additional $255,000 for Capital Expenditures in the Vehicle
Replacement Budget (606895); and
3. Approve an amendment to the Agreement for Services with AEP-California, LLC
(AEP) for Vehicle Outfitting Services to increase the contract for the second
renewal term in the not-to-exceed amount of $600,000. |

10.
City of El Cajon Annual Sewer Charges Report for Fiscal Year 2025-2026
RECOMMENDATION:
That the City Council:
1. Opens the Public Hearing and receives testimony;
2. Closes the Public Hearing;
3. Determines if a majority protest has been received; and (if not)
4. Adopts the next Resolution, in order, to:
Determine the lack of majority protest;
Overrule objections to the report;
Accept the City of El Cajon Annual Sewer Charges Fiscal Year
2025-2026 Report;
Accept Appendix B, which identifies by parcel number, each parcel of real
property receiving sewer services, and the amount of sewer charges for
each parcel for Fiscal Year 2025-2026 at the currently adopted rates, as
required by the California Health and Safety Code section 5473, et seq.,
pertaining to collection of sewer charges on the tax roll;
Direct the City Clerk to file the reports with the San Diego County Auditor;
and
Direct the Finance Department to file a certification of the sewer service
charges with the San Diego County Auditor.
