20250414 LA County Pasadena City Council Item 3. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE CITY OF EL MONTE FOR SUPPLEMENTAL LAW ENFORCEMENT SERVICES FOR NEW YEAR’S ACTIVITIES AND SPECIAL EVENTS FOR A PERIOD OF FIVE YEARS (2025-2030) IN AN AMOUNT NOT-TO-EXCEED $650,000 (Police Dept.) Recommendation: It is recommended that the City Council: (1) Find the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA only applies to projects that may have an effect on the environment; and (2) Authorize the City Manager to enter into a contract with the City of El Monte for supplemental law enforcement services for New Year’s activities and for Special Events for a period of five years (2025-2030) in an amount not- to-exceed $650,000. The proposed contract is exempt from competitive bidding and competitive selection pursuant to City Charter, Section 1002(H), and Pasadena Municipal Code, Section 4.08.049(A)(3), contracts with other government entities. PRESENTATION ON 2024 YEAR-END REVIEW AND ONGOING WORK BY THE POLICE DEPARTMENT; DISCUSSION AND POSSIBLE DIRECTION REGARDING THE SAME Recommendation: It is recommended that the City Council: (1) Consider updates from City staff and provide direction if desired by the City Council; and (2) Find that, if direction is given to staff, it would not be a “project” subject to the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code Section 21065 and within the meaning of CEQA Guidelines Section 15378(b).
