RECOMMENDED ACTION: 1. City Council declare that this project is exempt from the California Environmental Quality Act (“CEQA”) under Section 15378(b)(2) – continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy or procedure making; and 2. Adopt Resolution No. 2025-09 amending the Position Classification Manual, entitled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA, AMENDING THE POSITION CLASSIFICATION MANUAL”; and 3. PUBLIC HEARING TO ADOPT THE MASTER FEE SCHEDULE FOR CITY PROGRAMS AND SERVICES On January 14, 2025, the City Council approved Resolution No. 2025-04 which contained the current Master Fee Schedule which had been updated based on the findings of a comprehensive fee study. The Resolution included a provision to update the Master Fee Schedule annually, each July 1, beginning on July 1, 2025, to implement annual Consumer Price Index (CPI) based adjustments to all fees to ensure fees keep up with increasing costs. Resolution No. 2025-08 authorizes a 3.4% CPI increase effective July 1, 2025. RECOMMENDED ACTION: 1. City Council find that this item is not subject to California Environmental Quality Act (“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment); and 2. Open the public hearing and receive public input; and 3.
