Consider whether to discontinue or continue the Avenida Classica Traffic
Circles Pilot Project. (Fraley) (60 minutes)
Recommendation: 1) Consider a petition from some area residents to
remove the Avenida Classica Traffic Circles Pilot Project; 2) Consider the
Traffic Safety Committee’s recommendation to continue with the traffic circle
project with recommended modifications; and, 3) Direct Staff to either: a.
Remove the Avenida Classica traffic circles and discontinue the pilot project;
or b. Continue with the Avenida Classica traffic circles project and implement
the improvements recommended in this staff report by awarding a Public
Works Agreement to Interstate Striping, Inc., in the amount of $37,000 with a
15% contingency in the amount of $5,550 for a total not-to-exceed amount of
$42,550; and, c. Authorize the Mayor and City Clerk to execute the Public
Works Agreement, in a form approved by the City Attorney.

I.
Consider declaring an emergency for a deteriorating storm drain and
associated replacement on the northbound direction of Crenshaw Boulevard
approximately 830-feet north of Crest Road. (Mesker)
Recommendation: 1) Adopt Resolution No. 2026-__ "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES FINDING
AND DECLARING, BY A FOUR-FIFTHS VOTE OF THE ENTIRE CITY
COUNCIL, THAT AN EMERGENCY EXISTS WHICH WILL NOT PERMIT THE
COMPETITIVE SOLICITATION OF BIDS TO REPAIR A STORM DRAIN
LOCATED ON CRENSHAW BOULEVARD APPROXIMATELY 830-FEET
NORTH OF CREST ROAD, AND AUTHORIZING THE CITY MANAGER TO
AWARD A CONTRACT TO REPAIR AND REMEDIATE THE SAME"; and, 2)
Approve a budget reallocation of $450,000 in the CIP Fund from Fiscal Year
2025-26 Capital Improvement Program - Storm Drain Improvements at
Montemalaga Canyon (Project 8726) to Storm Drain Asset Management
Program & Master Plan Update (Project 8701); and 3) Authorize the City
Manager to execute any emergency agreements to conduct the repairs and
associated work in a form approved by the City Attorney for ratification by the
City Council at a future meeting.

Recommendation: 1) Award a public works agreement for various roadway
sign and striping projects to Interstate Striping, Inc., in the amount of $60,255,
and authorize a 15% contingency in the amount of $9,038, for a total not-to-
exceed construction amount of $69,293; and, 2) Authorize the Mayor and City
Clerk to execute the contract, in forms approved by the City Attorney.
