Provide direction and feedback on the following: a. Timeline of program and awards. b. Creation of Council Directed Spending account. c. Budget adjustments for Council Directed Spending, and Community Art. d. Enhanced criteria for awardees. 2. 20260311 San Diego County Solana Beach City Council Order of Business J J.4 Traffic Signal and Safety Lighting Maintenance Amendment Recommendation: That the City Council: 1. Adopt Resolution 2026-021: a. Authorizing the City Manager to execute an amendment to the Professional Services Agreement with Yunex Traffic, Inc., for as-needed maintenance services during Fiscal Year 2025/26, which would increase the Agreement by $20,000 for a total amount not to exceed $52,669.72 for Fiscal Year 2025/26 only. b. 20260225 San Diego County Solana Beach City Council Order of Business L L.2 Staff recommends that the City Council: 1. Appoint two (2) members to the Budget and Finance Commission nominated/appointed by individual Councilmembers (MacDonald, Becker) for two-year terms. 2. Appoint four (4) members to the Climate & Resiliency Commission nominated/appointed by Council-at-large for the following positions: a. Three (3) Resident appointments for a two-year term. b. One (1) Professional appointment for a member of the environmental and/or scientific community (resident or non-resident) for a two-year term. 3. Appoint three (3) members to the Parks and Recreation Commission nominated/appointed by Council-at-large for two-year terms. 4. Appoint three (3) members to the Public Arts Commission nominated/appointed by Council-at-large for two-year terms. 5. Appoint four (4) members to the View Assessment Commission: nominated/appointed by individual Councilmembers (MacDonald, Zito) and two positions by Council-at-large, all for two-year terms. Coastal Rail Trail - Purchase and Installation of Two Calsense Irrigation Controllers, Master Valve, and Water Pressure Regulator Staff recommends that the City Council: 1. Adopt Resolution 2026-009: a. Authorizing the City Manager to execute an Amendment to the Professional Services Agreement with Nissho of California, Inc., on behalf of the City. b. Authorizing the City Manager to purchase one master valve, one water pressure regulator, and two Calsense Irrigation Controllers and corresponding hardware and accessories from Nissho of California, Inc., in the amount of $61,119.39 for the Coastal Rail Trail. c. Appropriating $61,119.39 from the Public Recreation Impact Fees Fund (Account No. 4576510.66610). d. Authorizing the City Treasurer to amend the FY 2025/26 Adopted Budget accordingly. 20260225 San Diego County Solana Beach City Council Order of Business J J.8 Side Letter for the Current Memorandum of Understanding Between the City and the Solana Beach Fire Association Staff recommends that the City Council: 1. Approve Resolution 2026-019 adopting the side letter agreement with SBFA employees. K. PUBLIC HEARINGS: This portion of the agenda provides an opportunity for the public to comment on a specific item, as required by law and following proper notice. Individuals wishing to speak must submit a speaker slip to the City Clerk (available at the back table). After considering all evidence presented, including written materials and oral testimony, the City Council will render a decision supported by written findings based on substantial evidence in the record. An applicant or the applicant's designee(s) for a private development or business project subject to a public hearing is allotted a total of fifteen (15) minutes to speak, in accordance with SBMC 2.04.210. A portion of this time may be reserved to respond to comments made in opposition. All other speakers should refer to the public comment section at the beginning of the agenda for applicable time limits. Speakers are asked to observe the timer light on the Council Dais. K.1 Public Hearing: 322 N. Granados Avenue (Case No: TE25-005; Applicant: Elise Dabby and Owen Neider, APN: 263-391-15) Staff recommends that the City Council: 1. Conduct the Public Hearing: Open the Public Hearing, Report Council disclosures, Receive Public testimony, Close the Public Hearing. 2. If the City Council can make the required findings, adopt Resolution 2026-011, approving the request for a Time Extension for approvals and entitlements in Case No. DRP23-010 and SDP23-012 and setting the expiration date as November 13, 2026. K.2 Public Hearing: 506 Pacific Avenue (Case No: TE25-002; Applicant: Eric Buchanan, APN: 263-042-17) Staff recommends that the City Council: 1. Conduct the Public Hearing: Open the Public Hearing, Report Council disclosures, Receive Public testimony, Close the Public Hearing. 2. If the City Council can make the required findings, adopt Resolution 2026-012, approving the request for a Time Extension for approvals and entitlements in Case No. DRP20-014 and SDP20-020 and setting the expiration date as February 24, 2027. K.3 Public Hearing: Amendment to the SANDAG 2025 Regional Transportation Improvement Program Staff recommends that the City Council: 1. Conduct the Public Hearing: Open the public hearing, report Council disclosures, receive public testimony, and close the public hearing. 2. Consider Adoption of Resolution 2026-014 approving an amendment to the to the SANDAG 2025 Regional Transportation Improvement Program (RTIP) of projects for Fiscal Years 2025 through 2029, to reprogram TransNet carryover funding in the Pavement Resurfacing and Pavement Maintenance projects. Adopt Resolution 2026-016: a. Authorizing the City Manager to execute an amendment to the Professional Services Agreement with West Coast Civil., for on-call as-needed engineering services for an annual not to exceed amount of $250,000 for FY 2025/26 through FY 2027/28. b. Authorizing the City Manager to execute an amendment to the Professional Services Agreement with Nasland Engineering, for on-call as-needed engineering services for an annual not-to-exceed amount of $160,000 in FY 2025/26 and $250,000 for FY 2026/27 through FY 2027/28. c. Authorizing the City Manager to execute an amendment to the Professional Services Agreement with Chen Ryan and Associates, for on-call as-needed traffic engineering services for an annual not-to-exceed amount of $200,000 for FY 2025/26 and FY 2026/27, with a reduced amount of $100,000 in FY 2027/28. c.
