20250623 LA County Alhambra City Council Item 8. CONTRACT AMENDMENT WITH DUNCAN SOLUTIONS DBA PROFESSIONAL ACCOUNT MANAGEMENT LLC FOR PARKING CITATION AND PARKING PERMIT SERVICES – F2M20-29, C2M20-36, M2M25-81 On August 10, 2020, the City Council awarded a contract to Duncan Solutions dba Professional Account Management LLC (Ducan) for parking citation processing services for the period of November 1, 2020 through June 30, 2025 in an amount not to exceed $999,002.40. Two subsequent amendments to the contract were approve by the Council for the implementation of a virtual permitting system for annual and overnight parking. Staff reached out to Ducan to add the integration of Automated License Plate Recognition (ALPR) to maximize efficiency. The service has a one-time cost of $6,500 and an annual subscription of $2,500. Staff is requesting a third contract amendment with Ducan to extend the contract to June 30, 2030, and thereby increase the amount by $2,065,560.30 for a contract total not to exceed $3,510,247.67 to continue parking citation and virtual permitting services and adding the ALPR integration while also aligning with the City’s parking enforcement contract. Staff recommends dispensing with the competitive bidding process under Municipal Code Section 3.38.050 to avoid operational disruptions. Recommended Action: City Council approve a third amendment to the contract with Ducan Solutions dba Professional Account Management, subject to final language approval by the City Manager and City Attorney, to extend parking citation services, virtual parking permits, and adding ALPR integration to June 30, 2030 with the option to extend the performance period by three one-year terms and authorize an additional $2,065,560.30 (for a contract total not to exceed $3,510,247.67); authorize the Chief of Police to execute said amendment to agreement; and, direct staff to undertake the steps necessary to finalize Council’s action. 20250623 LA County Alhambra City Council Item 7. APPROVAL OF A CONTRACT AMENDMENT FOR THE DRONE AS FIRST RESPONDER PROGRAM TO ASSIGN THE CONTRACT TO FLOCK GROUP, INC. – F2M24-6B, C2M24-18, M2M25-80 On March 11, 2024, the City Council awarded a contract to Aerodome, Inc. for a Drone as First Responder drone, docking station, radar, software and other related equipment. On October 10, 2024, Aerodome, Inc. entered into an Agreement and Plan of Reorganization with Flock Group, Inc. Flock has provided the Letter of Assignment to the City as they will assume the obligations under the agreement with the City, and as such, has requested a first contract amendment to reflect the ownership change. Recommended Action: City Council approve a first contract amendment, subject to final language approval by the City Manager and City Attorney, for the Drone as First Responder Program to change the company from Aerodome Inc. to Flock Group, Inc.; authorize the Chief of Police to execute the said amendment; and, direct staff to undertake the steps necessary to finalize Council’s action. 20250623 LA County Alhambra City Council Item 6. CONTRACT AMENDMENT: PARKING ENFORCEMENT SERVICES – F2M21-23, C2M21-21, M2M25-79 The current agreement with Inter-Con Security Systems for parking enforcement services expires June 30, 2026. Staff reached out to Inter-Con Security Systems to add Automated License Plate Recognition (ALPR) to the Inter-Con vehicles to maximize efficiency when running license plates and matching them with overnight permits. The service will cost an additional $64,931.40 for FY 25/26 and $52,290.41 for FY 26/27. However, the cost is expected to be offset by increased parking citation revenues resulting from expanded parking enforcement coverage. Staff recommends amending the contract to add the cost of the ALPRs to vehicles. In addition, staff is requesting to extend the contract for an additional four years through June 30, 2030, aligning with the City’s parking citation system contract. Staff recommends dispensing with the competitive bidding process under Municipal Code Section 3.38.050 to avoid operational disruptions. Recommended Action: City Council approve an amendment, subject to final language approval by the City Manager and City Attorney, to the contract between InterCon Security Systems, Inc. and the City of Alhambra (C2M21-21) for parking enforcement services in an amount not to exceed $6,605,615.30 to extend the current contract for an additional four years through June 30, 2030, with the option to extend three separate oneyear terms; authorize the Finance Director to appropriate an additional $117,221.81 in expenditures and increase budgeted revenues by $100,000 per year in the FY 25/26 and 26/27 budget; authorize the Chief of Police to execute said agreement; and, direct staff to undertake the steps necessary to finalize Council’s action. RESOLUTION APPROVING A NEW CLASS SPECIFICATION FOR PLANNING MANAGER, AN AMENDED CLASS SPECIFICATION FOR SIGNAL AND LIGHTING FOREMAN AND APPROVAL OF A REVISED COMPREHENSIVE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ALHAMBRA AND THE ALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION – F2M25-2, R2M25-24, C2M17-70, M2M25-102 Municipal Code Section 2.48.070(B) provides that before a class specification becomes effective or other changes are made to the City’s Classification Plan, it shall first be approved by the City Council. In reviewing the staffing structure of the Community Development Department, it is proposed that for organizational efficiency purposes. the Planning Division be overseen and managed by a Planning Manager. Henceforth, this new class specification is proposed for approval. As needed, staff will periodically conduct a review of class specifications to ensure job requirements remain relevant and current. The class specification for Signal and Lighting Foreman is amended to reflect the removal the requirement for a Class B Driver’s License as it was deemed not necessary to perform the work required. Additionally, language pertaining to physical demands and work environment are updated to reflect current standards of the position. There are no changes to the salary for this position. Staff has discussed and reviewed the class specifications with the Alhambra City Management Employees’ Association (AMEA) and AMEA representatives are in agreement with the class specifications as proposed. As such, these changes are reflected in this revised Comprehensive Memorandum of Understanding between the City and the AMEA. Recommended Action: City Council take the following actions: 1) Adopt Resolution No. R2M25-24 entitled: A Resolution of the Alhambra City Council approving a new Class Specification Planning Manager, a revised Class Specification for Signal and Lighting Foreman and a revised Comprehensive Memorandum of Understanding between the City of Alhambra and the Alhambra Management Employees’ Association; and, 2) Direct staff to undertake the steps necessary to finalize Council’s action. RESOLUTION APPROVING A NEW CLASS SPECIFICATION FOR CROSS CONNECTION CONTROL PROGRAM COORDINATOR, AN AMENDED CLASS SPECIFICATION FOR UTILITY/BACK FLOW INSPECTOR AND A REVISED COMPREHENSIVE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ALHAMBRA AND THE ALHAMBRA CITY EMPLOYEES’ ASSOCIATION – F2M25-2, R2M25-20, C87-16A, M2M25-101 Municipal Code Section 2.48.070(B) provides that before a class specification becomes effective or other changes are made to the City’s Classification Plan, it shall first be approved by the City Council. As needed, staff will periodically conduct a review of class specifications to ensure job requirements remain relevant and current. City Staff was recently notified by the State of California that the City is mandated to have at least one City staff member possess a valid Cross Connection Control Specialist Certificate. To comply with the mandate, this specialized position, Cross Connection Control Program Coordinator position was created. The class specification for Utility/Back Flow Inspector was amended to reflect the current job duties and requirements of the position and the title was revised to Utility Inspector. There were no changes to the salary proposed for the position. Staff has discussed and reviewed the class specifications with the Alhambra City Employees’ Association (ACEA) and ACEA representatives are in agreement with the class specifications as proposed. As such, these changes are reflected in this revised Comprehensive Memorandum of Understanding between the City and the ACEA. Recommended Action: City Council take the following actions: 1) Adopt Resolution No. R2M25-20 entitled: A Resolution of the Alhambra City Council approving a new Class Specification for Cross Connection Control Program Coordinator, an amended Class Specification For Utility/Back Flow Inspector and a revised Comprehensive Memorandum of Understanding between the City of Alhambra and the Alhambra City Employees’ Association; and, 2) Direct staff to undertake the steps necessary to finalize Council’s action. CONTRACT EXTENSION: PROFESSIONAL SERVICES AGREEMENT WITH HDL – F2M20-45, C2M20-32, M2M25-95 On June 8, 2020, the City Council approved the distribution of a Request for Proposals for Sales and Use Tax Audit and Information Services. On July 13, 2020, the City Council awarded a contract to Hinderliter, de Llamas and Associates (HdL) for sales and use tax audit and information services in an amount not to exceed $100,000 per year. The contract term began on June 30, 2021 and is set to end on June 30, 2025, with an option to extend the contract by an additional two years, through FY 2026-27 at the same annual rate. Staff has been satisfied with the quality of service provided by HdL and recommends exercising the two-year contract extension option under the current compensation terms, not to exceed $100,000 per year Recommended Action: City Council approve a two-year contract extension option, subject to final language approval by the City Manager and City Attorney, by and between the City of Alhambra and Hinderliter, de Llamas and Associates (HdL), for professional sales and use tax audit and information services in an amount not to exceed $100,000 per year; and, direct staff to undertake the steps necessary to finalize Council’s action. APPROVAL OF PARCEL MAP NO. 84017 – F2M25-11, M2M25-89 On July 22, 2024, Tentative Parcel Map No. 84017 was approved to develop a commercial shopping center consisting of three drive-through, quick-serve food-related uses totaling 7,053 square feet of floor area on an approximately 2.7-acre site within the CMU (Commercial Mixed-Use) zone located at 132 and 146 South Palm Avenue, and 127 South Raymond Avenue in the City of Alhambra. On May 8, 2025, the City Engineer signed Parcel Map No. 84017 and recommended recordation of the same. All Conditions of Approval applicable to Parcel Map No. 84017 have been met and the project Agreements and Covenants have been approved and recorded. Recommended Action: City Council adopt Minute Order No. M2M25-89 as follows: RESOLVED by the Alhambra City Council as follows: SECTION ONE: Based upon the recommendation of the Director of Community Development in his report dated June 23. 2025, this Council hereby finds and determines that the herein below described project will not violate any of the provisions of Sections 66473, 66474.1 and 66474.6 of the Subdivision Map Act of the State of California relating to findings for approval. SECTION TWO: This Council hereby approves Parcel Map No. 84017 to develop a commercial shopping center consisting of three (3) drive-through, quick-serve food-related uses totaling 7,053 square feet of floor area on an approximately 2.7-acre site within the CMU (Commercial Mixed-Use) zone located at 132 and 146 South Palm Avenue, and 127 South Raymond Avenue, and authorizes the City Clerk to endorse on the face of the map the certificate which embodies the approval of said map. AMENDMENT TO COOPERATIVE AGREEMENT WITH CALTRANS FOR THE FREMONT RAMP AND INTERCHANGE IMPROVEMENTS – F2M19-32, C2M21-43, M2M25-87 On August 9, 2021, the City Council authorized a Cooperative Agreement with Caltrans for the Fremont Ramp and Interchange Improvements. The Cooperative Agreement develops, reviews, and approves the Project Initiation Documents (PID) as reimbursable work. Further, the Cooperative Agreement allows Caltrans to work directly with the City to facilitate processing and approval by Caltrans’ units. On June 5, 2025, the City received notice of an Amendment needed to the Fremont Interchange Cooperative Agreement to cover Caltrans’ costs for additional reviews attributed to updates to the PID. The Cooperative Agreement originally established $210,000 of Local Funds for the development of the PID; however, an additional $70,000 in review costs are needed, suggesting changes from $210,000 to $280,000 in the Agreement for the development of the PID. Appropriations are needed from Measure R 710 Funds in the amount of $70,000 to enable the Amendment. Once payment is made to Caltrans, the review will allow for the completion of documents and promote the Fremont Ramp and Interchange to scope the environmental document studies. Recommended Action: City Council authorize an Amendment to the Cooperative Agreement by and between the City of Alhambra and the California Department of Transportation (Caltrans), subject to review and approval by the City Manager and the City Attorney, for an additional $70,000 to review the Project Initiation Documents for the Fremont Ramp and Interchange Improvements; approve additional appropriations in the amount of $70,000 from Measure R 710 Funds; and, direct staff to undertake the steps necessary to finalize the Council’s action. AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT CALIFORNIA ADVOCACY, LLC – F2M22-19, C2M22-38, M2M25-86 WITH The City of Alhambra continues to be actively engaged in monitoring legislation and policy developments at the state level that directly impact municipal services and operations. California Advocacy, LLC has provided the City with professional government relations consulting for several years. Their support has been instrumental in representing Alhambra’s interests in Sacramento and ensuring the City stays informed about legislation affecting local government agencies. The existing contract (Contract No. C2M22-38) was approved in 2022 for a three-year term at a total cost of $180,000.00. Staff recommends extending the contract for an additional three one-year terms to ensure continued support for ongoing legislative matters. California Advocacy, LLC has a proven track record of consistent representation and a strong understanding of Alhambra’s ongoing and emerging priorities. Under Section 3.38.050 of the City of Alhambra Municipal Code, the City Council, at its discretion, may dispense with the competitive process when it is deemed advantageous for the City to do so. Recommended Action: City Council approve an amendment to the contract with California Advocacy, LLC, subject to final language approval by the City Manager and City Attorney; extend the performance period by three one-year terms through June 30, 2028, in the amount of $60,000 per year; authorize the City Manager, or their designee, to execute the extension subject to satisfactory performance; and, direct staff to undertake the steps necessary to finalize Council’s action. 20250623 LA County Alhambra City Council Item 13. AWARD CONTRACT: PURCHASE OF A NEW RESCUE AMBULANCE – F2M25-6A, C2M25-26, M2M25-85 On May 13, 2024, the City Council approved the acceptance of a grant in the amount of $450,000.00 for the purchase of a Fire Department ambulance from Representative Judy Chu and the U.S. Department of Housing and Urban Development (HUD) Fiscal Year 2024 Economic Development Initiative (EDI) – Community Project Funding grant. The Fire Department’s ambulance RA76 is over seventeen years old and does not have the modern technology and safety features desired in a frontline ambulance. Staff is seeking to purchase a new ambulance to replace the aging vehicle through a cooperative purchase agreement. A cooperative purchase is allowable per Alhambra Municipal Code Section 3.36.080(B)(3). Sourcewell awarded contract #122123-RVG on March 2, 2024 – a contract that does not expire until February 28, 2028. Sourcewell bid specifications included an option for purchasing ambulances and emergency medical service vehicles. Staff is recommending purchasing the rescue ambulance utilizing this option. Recommended Action: City Council award a contract, subject to final language approval by the City Manager and City Attorney, to Professional Sales and Service L.C. in an amount not to exceed $449,918.01 for the purchase of a new rescue ambulance; and, direct staff to undertake the steps necessary to finalize Council’s action. AWARD CONTRACT: REVENUE F2M13-40, C2M25-24, M2M25-83 SOFTWARE ANNUAL MAINTENANCE – The Finance Department utilizes revenue management software provided by Progressive Solutions Inc. (PSI). This system includes a comprehensive cashiering component that tracks and processes various licenses and permits, including business licenses, false alarm, paramedic subscriptions, and more. The software is licensed to the City and plays a critical role in the day-to-day operations of the Finance Department’s Revenue Division. PSI also provides ongoing annual support and maintenance services to ensure the system’s reliability and performance. This contract also includes the cost of integrating invoice and payment data between Tyler EnerGov and the PSI revenue system. Pursuant to Alhambra Municipal Code Section 3.36.080(B)(2), the competitive purchasing process may be waived when the required equipment or services can only be obtained from a single source. As the original developer of the revenue software, Progressive Solutions Inc. (PSI) is the sole provider of system licenses, technical support, and software updates. No other vendor is capable of delivering the comprehensive support services and upgrade capabilities required to maintain and enhance the City’s existing revenue software infrastructure. Recommended Action: City Council award a professional services agreement to Progressive Solutions, Inc. for the City’s cashiering, license, and permit systems, in the amount of $67,233.59 and $69,250.60, subject to an annual Consumer Price Index (CPI) adjustment, for a term of three (3) years plus two optional one-year extensions, from July 1, 2025, through June 30, 2028, subject to final approval of the language by the City Manager and City Attorney; direct staff to take the necessary steps to finalize the action; and, authorize the City Manager to execute the annual support agreements and extensions if services are satisfactory.
