Agreement with San Gabriel Basin Water Quality Authority for the Operation of the South El Monte Operable Unit (SEMOU) Treatment Facility It is recommended that the City Council consider: 1. Authorizing the City Manager to execute the Agreement with the San Gabriel Basin Water Quality Authority (WQA), in a form approved by the City Attorney, for the operation of the South El Monte Operable Unit (SEMOU) Treatment Facility; 2. Waiving bidding requirements pursuant to Monterey Park Municipal Code §§ 3.20.050(2)(4) and authorizing the City Manager, or designee, to enter into an agreement with Dell Marking LP and Panasonic Connect North America Professional Services, LLC, in a form approved by the City Attorney, for desktop and laptop computers; and 2.
