RECOMMENDATION:
1. Adopt Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, APPROVING A MEMORANDUM OF
UNDERSTANDING RELATIVE TO WAGES, HOURS, AND OTHER TERMS AND
CONDITIONS OF EMPLOYMENT FOR EMPLOYEES IN THE PALM SPRINGS
POLICE OFFICERS’ ASSOCIATION FOR THE PERIOD OF JULY 1, 2025
THROUGH JUNE 30, 2028, SUBJECT TO ASSOCIATION’S EXECUTING THE
MEMORANDUM OF UNDERSTANDING”;
2. Adopt Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, APPROVING A MEMORANDUM OF
UNDERSTANDING RELATIVE TO WAGES, HOURS, AND OTHER TERMS AND

3. Authorize the City Manager to execute the Memorandum of Understanding (MOU)
and all documents necessary to effectuate the above action, including the allocation
and compensation plans, agreements and contracts, and any non-substantial MOU
language or reorganization. |

GOVERNMENTJOBS.COM DBA NEOGOV, INC TO PROVIDE HR MANAGEMENT AND
PAYROLL PROCESSING SOFTWARE
RECOMMENDATION:
1. Approve contract services agreement 25S170 with GOVERNMENTJOBS.COM, INC
DBA NeoGov for an initial three-year term commencing July 1, 2025, and continuing
through June 30, 2028, with two one-year extension options, to provide HR
Management and Payroll processing software for an amount not to exceed
$424,028.61.
2. Authorize the City Manager or designee to execute all necessary documents. |

APPROPRIATION OF FY 2024 SETTLEMENT AND AIRPORT REVENUE SHARING
CREDITS TO SIGNATORY AIRLINES OPERATING AT PALM SPRINGS
INTERNATIONAL AIRPORT PER THE TERMS OF THE AIRPORT USE AND LEASE
AGREEMENT
RECOMMENDATION:
1. Approve appropriation and remittance of the FY 2024 Settlement and Airport
Revenue Sharing credits to the Airport’s seven Signatory Airlines; Air Canada, Alaska
Airlines, American Airlines, Delta Air Lines, Southwest Airlines, United Airlines and
WestJet (Signatory Airlines).
2. Authorize the City Manager or designee to remit payments to each Signatory Airline
in the amounts calculated by the Airport and Finance Department. |

of the Palm Springs Skate Park, Retail/Pro Shop and Concession for a term of three
(3) years with two one (1) year extensions; and
2. Authorize the City Manager to execute all necessary documents. |

1. Approve Cooperative Purchase Agreement No. 25C175 with Carahsoft Technology
Corp. to provide a Common/Shared Use Passenger Processing System for the Palm
Springs International Airport for a five-year term beginning July 1, 2025, through June
30, 2030, in an amount not to exceed $828,610.90.
2. Authorize the City Manager or designee to execute all necessary documents. |

UNIFIED SCHOOL DISTRICT AND CITY OF PALM SPRINGS, THROUGH ITS POLICE
DEPARTMENT, FOR SCHOOL RESOURCE OFFICER SERVICES
RECOMMENDATION:
1. Approve an agreement with Palm Springs Unified School District to provide a full-time
police officer (School Resource Officer) on the campus of Palm Springs High School
and Desert Learning Academy for two years, expiring at the end of the 2026/2027
school year.
2. Authorize the City Manager to execute all necessary documents. |

REIMBURSEMENT OF PUBLIC ART FEES IN THE AMOUNT OF $192,710 FOR
ARTWORKS BY VARIOUS ARTISTS INSTALLED AT THE THOMPSON HOTEL
RECOMMENDATION:
1. Accept the public artwork located in the Thompson Hotel lobby and Restaurant
Lounge (Lola Rose) located at 414 South Palm Canyon Drive.
2. Appropriate Public Art Funds in the amount of $192,710 to reimburse Canyon Palm
Springs Hotel, LLC.
3. Approve the Agreement with Canyon Palm Springs Hotel, LLC, for Reimbursement of
Public Art Funds to Install Artwork at Thompson Palm Springs Hotel.
4. Authorize the City Manager to execute all necessary documents. |
