Approve a contract services agreement with Allied Waste Transfer Services of California, LLC, of Wilmington, California, for an amount not-to-exceed $29,480,000, to provide solid waste disposal services for the City’s residential and municipal waste streams for a five-year period beginning November 1, 2025, and ending October 31, 2030, with an annual consumer price index (CPI) adjustment with a 5% cap; and 2. Appropriate $180,000 from the General Fund’s fund balance to the General Fund’s fiscal year 2025-26 operating budget; and 3. Appropriate $540,000 from the Sanitation Fund’s fund balance to the Sanitation Fund’s fiscal year 2025-26 operating budget; and 4.
