20250708 LA County Torrance City Council Order of Business 10 10E. Finance – Provide Direction to Reallocate Fiscal Year 2025-26 City Council Operating Budget to Police and Fire Department Budgets. Expenditure: None. In response to an oral request by Councilwoman Kalani with City Council concurrence, it is the recommendation of the Finance Director that the City Council provide direction to reallocate $16,560 to the Police and $16,560 to the Fire Department fiscal year 2025-26 operating budgets from the fiscal year 2025-26 City Council operating budget. 20250708 LA County Torrance City Council Order of Business 10 10B. Public Works – Approve Contract Services Agreement for Solid Waste Disposal Services and Appropriate Funds. Expenditure Not-to-Exceed $29,480,000 (General Fund & Non-General Fund). Recommendation of the Public Works Director that City Council: 1. Approve a contract services agreement with Allied Waste Transfer Services of California, LLC, of Wilmington, California, for an amount not-to-exceed $29,480,000, to provide solid waste disposal services for the City’s residential and municipal waste streams for a five-year period beginning November 1, 2025, and ending October 31, 2030, with an annual consumer price index (CPI) adjustment with a 5% cap; and 2. Appropriate $180,000 from the General Fund’s fund balance to the General Fund’s fiscal year 2025-26 operating budget; and 3. Appropriate $540,000 from the Sanitation Fund’s fund balance to the Sanitation Fund’s fiscal year 2025-26 operating budget; and 4.
