Waive Council Policy 4.1 and approve a SaaS Subscription and Services Agreement with
Benevate, LLC, dba Neighborly Software, in an amount not to exceed $250,000, for grant
management software for a term commencing February 14, 2026 and ending January 31, 2031;
and designate the Director of Housing and Community Development, or designee, to as the
certifying official authorized to execute the agreement and all documents related to the
administration, management, and implementation of the agreement. |

amount of $1.00, for a term commencing March 1, 2026 and terminating February 28, 2030 with
two one-year optional renewals, to provide administrative office space at 883 S. Anaheim Blvd.,
and authorize the Executive Director, or designee, to execute and implement the terms of the
Lease Agreement (continued from the Anaheim Housing Authority meeting of January 27, 2026,
