PUBLIC HEARING TO CONSIDER ADOPTION OF A RESOLUTION UPDATING LEASE RATES, METHODOLOGY AND PROCESS FOR WIRELESS TELECOMMUNICATIONS FACILITIES ON CITY OWNED PROPERTY Public hearing to consider a resolution to establish a revised standardized lease rate and methodology related to wireless communications facilities on city owned property. Staff Recommendation 1. Conduct the public hearing. After conducting the public hearing, adopt Resolution 26-28, which will: 2. Adopt the staff recommended lease rate and methodology, which reflects a reduced rate version of the California Department of General Services program as indicated in Exhibit A of Attachment 1, which consists of $3,000 per month for Microcell facilities, $4,000 per month for Minicell facilities, and $5,000 per month for Macrocell facilities, all with an annual 3% escalator. 3. Repeal any prior City Council actions or resolutions in conflict with the approved lease rate and methodology. 4. Implement the new standardized lease structure for all future telecommunications company leases, or amendments of such, on City-owned property. 5. Approve the standardized telecommunications lease template, included as Exhibit B to Attachment 1. 6. Authorize the City Manager to execute future leases, using the standardized telecommunications lease template and the standardized lease structure and methodology adopted herein, that are consistent with any applicable Conditional Use Permit or City Antenna Permit. 7. Direct staff to initiate an amendment City Policy 901-1 (“Property Management Policies and Procedures for Lease and Sale of City-owned Property”) to formalize the City Manager’s authorization to execute leases consistent with an adopted rate schedule. NOTICE OF COMPLETION - SOUTH EL CAMINO REAL LANE RECONFIGURATION AND BUFFERED BIKE LANE PROJECT FROM AVENIDA MENDOCINO TO SOUTH CITY LIMIT- FEDERAL PROJECT NO. CML-5274(039), FTIP NO. ORA 190914, CITY CIP PROJECT NO. 11308, AND CONSIDERATION OF RED CURB MODIFICATION ON SOUTH EL CAMINO REAL, AND FINDING THE ACTIONS CATEGORICALLY EXEMPT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Staff Recommendation Adopt Resolutions No. 26-26 (Notice of Completion) and No. 26-27 (Red Curb Modification), which will: 1. Approve the final project design and accept the South El Camino Real Lane Reconfiguration and Buffered Bike Lane Project from Avenida Mendocino to South City Limit, Federal Project No. CML-5274(039), FTIP No. ORA 190914, City CIP Project No. 11308, from ONYX Paving Company, Inc. 2. Authorize the City Clerk to execute and record the Notice of Completion for the South El Camino Real Lane Reconfiguration and Buffered Bike Lane Project from Avenida Mendocino to South City Limit. 3. Authorize the City Clerk to release the payment bond 35 days from the recordation of the Notice of Completion upon verification with the Engineering Division that no liens have been levied against the Contractor, ONYX Paving Company, Inc. 4. Authorize the City Clerk to release the performance bond for this project upon receipt of a warranty bond in a form acceptable to the Public Works Director/City Engineer in the amount of 25% of the total construction cost. 5. Find the project categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines. 6. Approve the red curb modification as illustrated in Attachment 5 of the Administrative Report dated February 3, 2026 and on file with the City Clerk.
