20250825 LA County Alhambra City Council Item 9. AUTHORIZE RFP: CONSTRUCTION MANAGEMENT AND CONSTRUCTION INSPECTION SERVICES FOR ALHAMBRA LIT CROSSWALK TRAFFIC CONTROL DEVICES PROJECT – F2M22-56, RFP2M25-16 On December 9, 2024, the City Council approved the circulation of the Notice of Inviting Bids for construction of the Alhambra Active Transportation Program (ATP), Lit Crosswalk Traffic Control Devices. The project consists of Lit Crosswalk Traffic Control Devices improvements at the following proposed locations: Main/Meridian; Valley/Monterey; Main/Marguerita; Chapel/Elgin; Main/Curtis; Valley/Date; Main/Vega; Main/Olive; and, Valley/Primrose. Pursuant to the project, staff is seeking authorization to distribute a Request for Proposals (RFP) for Construction Management and Construction Inspection Services. Recommended Action: City Council authorize the distribution of a Request for Proposals (RFP) for Construction Management and Construction Inspection Services for the Alhambra Active Transportation Program Lit Crosswalk Traffic Control Devices Project with proposals due no later than 4:00 p.m. on September 25, 2025. 20250825 LA County Alhambra City Council Item 6. NOTICE INVITING BIDS: GOLF COURSE PARKING ENHANCEMENT PROJECT – F2M25-46, N2M25-112 AREA LANDSCAPE The Golf Course Parking Area Landscape Enhancement Project aims to enhance the landscaped areas surrounding the golf course parking lot. The existing landscape features outdated and broken irrigation systems, along with missing plant materials that leave the area looking sparse and uninviting. The proposed improvements will significantly increase the visual appeal of the site, particularly in anticipation of the new dog park. Specifications and bid documentation have been completed for the Project, which includes: Demolish existing plant materials; Improve the grading of the dirt slope; Integrate new soil into the existing slope; Install new water conservation system for irrigation; and, Add over 600+ new California native and drought tolerant plant materials. The project bids are due no later than 10:30 a.m. on September 18, 2025 in the Office of the City Clerk, and will be opened at 11:00 a.m. that same day. Recommended Action: City Council authorize staff to circulate a Notice Inviting Bids to prospective contractors for the Golf Course Parking Area Landscape Enhancement Project with bids due on September 18, 2025; and, direct staff to undertake the steps necessary to finalize Council’s action. 20250825 LA County Alhambra City Council Item 5. NOTICE INVITING BIDS: STORY PARK IMPROVEMENT PROJECT – F2M22-37, N2M25-111 The Story Park Improvement Project seeks to convert the vacant pool space adjacent to the Joslyn Center into a green space. The pool has been out of service for many years. The project is funded by Proposition 68 Statewide Park Program. Specifications and bid documentation have been completed for the Project, which includes: Old pool and building removal; New landscaping around the new green space; New picnic tables with shade umbrellas; A small walking trail; and, Upgraded lighting. Project bids are due no later than 10:30 a.m. on September 18, 2025 in the Office of the City Clerk, and will be opened at 11:00 a.m. that same day. Recommended Action: City Council authorize staff to circulate a Notice Inviting Bids to prospective contractors for the construction of the Story Park Improvement Project with bids due September 18, 2025; and, direct staff to undertake the steps necessary to finalize Council’s action. 20250825 LA County Alhambra City Council Item 4. NOTICE OF COMPLETION: DESIGN AND PURCHASE OF ALHAMBRA PLACEMAKING SIGNAGE PROJECT – F2M24-51, C2M25-1, M2M25-124 On January 13, 2025, the City Council awarded a contract to Square Signs LLC dba Front Signs for $159,665.55 for the Design and Purchase of Alhambra Placemaking Signage Project. The Placemaking Signs were installed at Alhambra, Almansor and Granada Parks. There were no change orders associated with the project. This project has been inspected by staff, and all work has been completed in accordance with the City’s requirements and specifications. As such, it would be appropriate for the City Council to accept this project as complete. Recommended Action: City Council accept the work of Square Signs LLC dba Front Signs for the Design and Purchase of Alhambra Placemaking Signage Project as complete in the amount of $159,665.55; direct the City Clerk to file a Notice of Completion with the County of Los Angeles for recordation; instruct the Finance Director to release the 5 percent retention 35 days from the date of recordation, if no liens are filed; and direct staff to undertake the steps necessary to finalize Council’s action. ADOPTION OF A RESOLUTION TO APPROVE THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) INITIAL STUDY/MITIGATED NEGATIVE DECLARATION (IS/MND) FOR THE GREEN STREET DEMONSTRATION PROJECT ON MAIN STREET; AUTHORIZE STAFF TO EXECUTE THE NOTICE OF DETERMINATION (NOD); AND AUTHORIZE STAFF TO DISTRIBUTE A NOTICE INVITING BIDS (NIB) FOR CONSTRUCTION – F2M23-56, R2M25-30, N2M25-115, M2M25-127 The Green Street Demonstration Project, which includes the installation of onsite stormwater capture, retention, reuse, and infiltration, is identified as a priority concept in the City’s Stormwater Master Plan. The Stormwater Master Plan was developed in order to comply with the Safe Clean Water Program’s stringent funding requirements by implementing a cost-effective strategy to identify opportunities for stormwater projects and prioritize the planning process. A feasibility study was completed and funded by the Safe Clean Water Technical Resources Program in order to prepare the Project for the design phase. In collaboration with the Project consultant (CWE), staff conducted five educational outreach presentations to the Alhambra community and held an additional workshop to discuss the CEQA IS/MND. The Initial Study/Mitigated Negative Declaration (IS/MND) and Notice of Intent to Adopt an Initial Study/Mitigated Negative Declaration were posted on the City’s website and were made available for public review at City Hall, Alhambra Library, and the City’s Police Department from March 6, 2025 – April 6, 2025. The Notice of Intent to adopt an IS/MND and public meeting notice (hearing) were also posted at City Hall for public review on March 3, 2025 and published in the Pasadena Star News on Tuesday, March 4, 2025, in accordance with CEQA. Further compliance measures included the hearing in the form of a community meeting held on March 13, 2025. This meeting provided a public forum to discuss the project, IS/MND, and potential environmental impacts. Questions raised at the meeting were answered and concerns regarding parking, bus stops, and traffic patterns were addressed. Three comment letters on the proposed IS/MND were also received by the City before the end of the 30-day public review period on April 6, 2025. All actions required to be taken by applicable law related to the preparation, circulation, and review of the proposed IS/MND have been taken. A final IS/MND has been prepared consisting of the proposed IS/MND, all comments received during the public review period, and responses to all environmental impacts raised during the public review period. This final Initial Study/Mitigated Negative Declaration is posted on the City’s website: https://www.alhambraca.gov/DocumentCenter/View/6698/_FinalMND Recommended Action: City Council adopt Resolution R2M25-30 entitled: A Resolution of the City Council of the City of Alhambra adopting the Initial Study/Mitigated Negative Declaration for the Green Street Demonstration on Main Street Project in accordance with the California Environmental Quality Act (CEQA) and authorizing staff to execute the Notice of Determination; approve the Green Street Demonstration Project on Main Street; authorize staff to execute the Notice of Determination (NOD); authorize staff to distribute a Notice Inviting Bids (NIB) for construction; and, direct staff to undertake the steps necessary to finalize the Council’s action. PUBLIC HEARING TO ADOPT AN ORDINANCE APPROVING ZONING TEXT AMENDMENT AMD-25-03, AMENDING TITLE 23 (ZONING) OF THE ALHAMBRA MUNICIPAL CODE TO INCORPORATE CHAPTER 23.23 (HISTORIC PRESERVATION) AND OTHER ASSOCIATED AMENDMENTS, AND AMENDING CHAPTER 2.41 (HISTORIC PRESERVATION COMMISSION); AND DETERMINE THIS ACTION IS EXEMPT FROM CEQA – F2M20-51, N2M25-101, O2M25-4848, M2M25-130 This is the time and place set by Notice No. N2M25-101 for the City Council to hold a public hearing to consider an application for Zoning Text Amendment AMD-25-03 to adopt a Historic Preservation Ordinance. Zoning Text Amendment AMD-25-03 is a City-initiated application to adopt a Historic Preservation Ordinance establishing regulations and standards for designating historic resources within the City and regulating designated resources as part of a comprehensive Historic Preservation Program, as well as amending various sections of the Alhambra Municipal Code to establish consistency with the proposed Historic Preservation Ordinance. Adoption and implementation of a Historic Preservation Ordinance aligns with the goals, policies, and objectives set forth in the City’s General Plan and the City Council 2025 Strategic Plan. The revised Historic Preservation Ordinance establishes regulations and standards for the treatment of historic resources City-wide that are intended to: 1.) Balance the interests of the community and individual property owners; 2.) Provide recognition of and protection for existing historic resources; 3.) Establish incentives to encourage rehabilitation and preservation of historic resources; and 4.) Add predictability to the local development process. The Ordinance, which will apply City-wide, establishes the process for determining a property’s status as a historic resource. Statuses include: (1) eligible or potentially eligible individual resource; (2) contributor or non-contributor in an eligible or potentially eligible historic district; (3) designated landmark; or (4) contributor or non-contributor in a designated historic district. The City’s Historic Resources Survey preliminarily identified potentially eligible individual resources and potentially eligible historic districts; however, further evaluation in the form of a Historic Resource Assessment would be necessary to determine whether a property is an eligible resource, and a historic resources survey report would be necessary to determine if an area with a grouping of resources qualifies as an eligible historic district. While the Ordinance does provide procedures which allow an owner to object to a designation nomination, it does not allow a property owner to “opt-out” of being subject to the regulations and requirements implemented under the Ordinance. At their July 7, 2025 regular meeting, the Planning Commission conducted a public hearing to review the updated Historic Preservation Ordinance and adopted Planning Commission Resolution No. 25-04 (Attachment 2 of the Staff Report dated 8-25-25) by a vote of 7-0, recommending City Council approval of Zoning Text Amendment AMD-25-03, with three (3) additional recommendations. The Planning Commission’s recommendations are identified in Section 3 of Planning Commission Resolution No. 25-04 which is Attachment 2 of the Staff Report for this item. The proposed Historic Preservation Ordinance, along with the recommendations of the Historic Preservation Commission and Planning Commission, are being presented to the City Council for final consideration and adoption. Staff is also recommending the City Council consider an additional suggested revision, which would provide additional clarity in Section 23.23.090, Alterations to Historic Resources. Staff’s recommendation is to clarify that all contributing and non-contributing resources in potentially eligible and eligible Historic Districts are exempt from review; however, any designated historic landmarks, eligible individual historic resources, or potentially eligible individual historic resources within the Historic Districts would still be subject to the applicable review requirements for these types of individual resources. Finally, The City reviewed the environmental impacts of this Ordinance under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). This Ordinance is not subject to further environmental review because: (1) it will not result in a direct or reasonably foreseeable indirect physical change in the environment (14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility that this Ordinance will have a significant effect on the environment (14 Cal. Code Regs. § 15061(b)(3)); (3) the proposed amendments will assure the maintenance, restoration, enhancement, or protection of the environment (14 Cal. Code Regs. § 15308); and (4) the Ordinance, by itself, does not constitute a “project” as defined in section 21065 of the Public Resources Code and the CEQA Guidelines (14 Cal. Code Regs. § 15378). It can be seen with certainty that there is no possibility that this Ordinance may have a significant effect on the environment. Recommended Action: City Council: 1. Conduct a Public Hearing to receive public testimony 2 Determine which of the Historic Preservation Commission’s and Planning Commission’s recommended revisions to include in the proposed ordinance; provide further direction to staff on the Planning Commission’s recommendation to consider financial assistance for the preparation of Historic Resources Assessments; provide further direction to staff on the Historic Preservation’s recommendation to consider a reduction in Building Permit fees; and introduce and give first reading by title only, waiving further reading to the following ordinance entitled: Ordinance No. O2M25-4848: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALHAMBRA ADOPTING ZONING TEXT AMENDMENT AMD-25-03, AMENDING TITLE 23 (ZONING) OF THE ALHAMBRA MUNICIPAL CODE TO INCORPORATE CHAPTER 23.23 (HISTORIC PRESERVATION) AND OTHER ASSOCIATED AMENDMENTS, AND AMENDING CHAPTER 2.41 (HISTORIC PRESERVATION COMMISSION) which ordinance shall return for a second reading and adoption at the next City Council meeting on September 8, 2025; and, 3.
