Adoption of the 2025 California Building Standards Codes (Title 24 C.C.R. PARTS 2, 2.5, 3, 4,
5, 7, 9, AND 11) with Local Amendments.
Recommended Action:
A. Hear the staff presentation and receive any public testimony;
B. Determine that the proposed ordinance does not constitute a project and is
therefore exempt from the California Environmental Quality Act (CEQA) pursuant to
CEQA Guidelines Section 15378(b); and
C. Introduce for first reading by title only, waive full reading of Ordinance No. 03 (2025),
and set for public hearing, second reading and adoption at the November 18, 2025
City Council meeting:

TITLE 15 OF THE DIAMOND BAR CITY CODE AND ADOPTING, BY REFERENCE, THE 2025
CALIFORNIA BUILDING CODE, VOLUMES 1 AND 2, INCLUDING CHAPTER 1 DIVISION II,
AND APPENDICES I, AND J THERETO, THE 2025 CALIFORNIA MECHANICAL CODE, AND
THE APPENDICES THERETO, THE 2025 CALIFORNIA PLUMBING CODE, AND THE
APPENDICES THERETO, THE 2025 CALIFORNIA ELECTRICAL CODE, AND THE
APPENDICES THERETO, THE 2025 CALIFORNIA RESIDENTIAL CODE, INCLUDING
APPENDICES H, J, K, AND O THERETO, THE 2025 CALIFORNIA GREEN BUILDING CODE,
WITHOUT THE APPENDICES THERETO, AND THE 2025 CALIFORNIA WILDLAND-URBAN
INTERFACE CODE, WITHOUT APPENDICES, TOGETHER WITH CERTAIN AMENDMENTS,
