20251125 San Bernandino County Chino Hills City Council Item 17. Amend Fiscal Year 2025-26 Capital Improvement Program to include Heli-Hydrant Fire Protection System Project located in Vila Borba Tract near Estoril Street; appropriate $397,391.50 from Water Utility Fund; adopt resolution determining Heli-Hydrant Fire Protection System Project (Project) to be exempt from review under California Environmental Quality Act (CEQA) pursuant to Section 15303 of CEQA Guidelines and that no further CEQA review is required from prior 2006 Vila Borba Environmental Impact Report, Amending Fiscal Year 2025-26 Capital Improvement Program to include Project, and approving Design and Plans for Construction of Project; find Heli-Hydrant System is a necessary item only available from one source, and can be listed under its brand name in bid documents pursuant to Public Contract Code Section 3400(c)(3); and authorize staff to solicit bids for construction PUBLIC HEARING - This portion of the City Council Agenda is for all matters that legally require an opportunity for public input.  Please complete and submit a speaker card to the City Clerk. Appropriate $500,000 from Water Utilities Fund; award contract to SCW Contracting Corporation in amount of $568,662 for construction of Well 5 Metering Station (1,2,3-TCP Treatment Plant Blending Plan Compliance Facility) Project (Project); authorize City Manager, at his discretion, to approve cumulative change orders up to ten percent ($56,866.20) of awarded contract amount; authorize execution of Change Order No. 2 to Agreement No. A2024-095 with George T.
