20250708 LA County Lancaster City Council Public Hearing PUBLIC HEARING PH 1. Amendment to the Lancaster Municipal Code Section 11.08.090 Regarding Mobile Home Parks Recommendation(s): Introduce Ordinance No._____, amending Section 11.08.090 of the Lancaster Municipal Code concerning mobile home rent increases following certain vacancies, sales, or transfers. The proposed amendment balances the interests of mobile home park owners and residents by allowing limited rent increases during ownership changes while protecting certain family transfers from such increases. The ordinance maintains necessary regulatory oversight while providing more flexibility in the mobile home rental market. PH 2. Substantial Amendment to the City’s 2025-2026 Action Plan – NSP1 Recommendation(s): a. Conduct a public hearing and upon accepting public testimony concerning housing and community development needs, priority non-housing community development needs, proposed strategies and actions for affirmatively furthering fair housing, the development of proposed activities, and review of program performance, proposals and questions; b. Approve the Substantial Amendment to the 2025-2026 Action Plan to allow for the transfer of $2,156,001 in Neighborhood Stabilization Program 1 (NSP1) program income funds to the City’s Mariposa Park Project ($560,000) and the First Time Homebuyer Program ($1,596,001) ; and c. Authorize the City Manager, or designee, to execute and transmit all necessary documents to the U.S. Department of Housing and Urban Development (HUD), including the Substantial Amendment to the Action Plan to ensure the City’s timely expenditure of HUD funds. HUD requires all entitlement communities receiving CDBG funds, such as the City, to prepare and submit a Consolidated Plan every five (5) years to establish a unified, strategic vision for economic development, housing and community development actions. The Consolidated Plan encompasses the analysis of local community needs and coordinates appropriate responses to those needs and priorities. PH 3. Community Development Block Grant (CDBG-CV) CARES Act Substantial Amendment to the 2019-2020 Action Plan. Recommendation(s): a. Conduct a public hearing and upon accepting public testimony; b. Approve the Community Development Block Grant (CDBG-CV) CARES Act Substantial Amendment to the 2019-2020 Action Plan (“Action Plan”) to allow for the reprogramming of $1,519,396.46 in CDBG-CV funds to one (1) new activity; and c. Authorize the City Manager, or designee, to execute and transmit all necessary contracts and associated documents, including the Substantial Amendment to the Action Plan, and any additional amendments, to ensure the City’s timely expenditure of HUD funds. Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the President signed it on March 27, 2020, authorizing $2.2 trillion in a variety of stimulus measures to prevent, prepare for, and respond to the COVID-19 pandemic. The law includes a special allocation of the Community Development Block Grant (CDBG-CV) to enable communities to effectively address the impact of COVID-19, especially for low- and moderate-income residents. These funds are separate and distinct from the City’s formula CDBG funds and must comply with the requirements summarized in 24 CFR § 570 and the flexibilities authorized in the CARES Act and summarized in Federal Register Notice 6218N-01. PH 4. Vacation of a Portion of the Public Road Easement Described and Shown in the Road Deed as Instrument No. 91-1041663 of Official Records on July 9, 1991, Located at the Southwest Corner of Avenue L and 5th Street East Recommendation(s): Adopt Resolution No._____, ordering the vacation of a portion of the public Road Easement described and shown in the Road Deed recorded as Instrument No. 91-1041663 of Official Records on July 9, 1991, located at the southwest corner of Avenue L and 5th Street East, in the City of Lancaster, County of Los Angeles, State of California. Said public Road Easement was dedicated to the City as part of the conditions of approval for Tract Map No. 48978. City staff recommends to vacate a ±670 square-foot portion of the public Road Easement as described and shown on Exhibits “A” and “B” of the Resolution. Said portion of the road easement is no longer needed and has been determined to serve no foreseeable use. PH 5. General Plan Amendment No. 24-001/Zone Change No. 24-001 Recommendation(s): 1. Adopt Resolution No. _____, approving General Plan Amendment No. 24-001, amending the General Plan land use designation from Office Professional (OP) to Light Industry (LI) for 40 acres of land located on the northwest corner of Avenue M and Division Street (APNs 3128-013-010 and -011) 2. Introduce Ordinance No.____, amending the City zoning plan for 40 acres of land located on the northwest corner of Avenue M and Division Street (APNs 3128-013-010 and -011), known as Zone Change No. 24-001, from OP (Office Professional) to LI (Light Industrial). On February 13, 2024, the Community Development Department received applications for the construction and operation of two industrial buildings totaling 807,005 square feet on approximately 40 acres at the northwest corner of Avenue M and Division Street. These applications included a Site Plan Review (SPR), General Plan Amendment (GPA), and Zone Change (ZC) entitlement. The proposed project would consist of one building totaling 401,973 square feet and the other totaling 405,032 square feet. Both buildings would be 50 feet in height. Use of the site is intended to be general industrial operation. PH 6. Appeal of Mixed Use Development at Avenue L and 15th Street West Recommendation(s): 1. Adopt Resolution No. ______, upholding the Planning Commission approval of Tentative Tract Map (TTM) No. 24-001 (84317) and Conditional Use Permit (CUP) No. 21-001 and adopting the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program by denying the appeal; and approving General Plan Amendment (GPA) No. 21-001, amending the General Plan land use designation from Non-Urban (NU) to Urban Residential (UR) for 10 acres on the southeast corner of Avenue L and 15th Street West (APNs 3109-026-032, -040, -042, -044), 2. Introduce Ordinance No. ______, amending the City zoning plan for approximately 10 acres of land located on the southeast corner of Avenue L and 15th Street West (APNs 3109026-032, -040, -042, -044), known as Zone Change (ZC) No. 21-001, from RR-2.5 (Rural Residential, minimum lot size 2.5 acres) to MU-C (Mixed Use – Commercial). The project site is located on ten acres at the southeast corner of Avenue L and 15th Street West. The applicant, Westlanc Partners, filed TTM No. 24-001 (84317) and CUP No. 21-001 for the development of the subject property with a mixed use project consisting of 181 multifamily residential units, a 235 room hotel, 12,800 square feet of commercial uses, and a 3,800 square foot club house; and to subdivide the subject property into six parcels. In order to facilitate the development of the project site, the applicant has also requested a GPA (GPA No. 21-001) and ZC (ZC No. 21-001) to change the land use designation from NU to UR and the zoning from RR-2.5 to MU-C.
