20250623 LA County Alhambra City Council Item 4. City Council receive and file this informational report. RIDERSHIP TRANSPORTATION STUDY FOR THE ALHAMBRA COMMUNITY TRANSIT (ACT) – F2M23-16 In January 2025, City staff contracted Kimley-Horn to conduct a Ridership Transportation Study for the Alhambra Community Transit (ACT). The study includes an assessment of the existing transit market, an analysis of ridership and operations, and engagement with stakeholders and riders. The study evaluated ACT’s current fixed-route system and found that while much of the City is within a half mile of transit, areas in South Alhambra are underserved and ACT’s Blue Line is underutilized in these sections. Surveys and operator input revealed demand for service to specific destinations not currently served, including Atlantic Times Square, Granada Park, and Garfield Avenue. Based on route performance and surveys, the study recommends implementing Revenue Neutral Alternative (Option B), which modifies the Blue and Green Lines to better serve underserved areas while increasing ridership and maintaining current operating costs. Under this alternative, the Blue Line will be altered to serve Garfield Avenue and Hellman Avenue, while also providing enhanced coverage of east Alhambra. The Green Line is slightly modified only in the clockwise direction, while the counter-clockwise route remains unchanged. Revenue Neutral Alternative (Option B) is projected to increase Blue Line ridership by approximately 44% and Green Line ridership by about 6%, marking the largest increase among all the service alternatives considered. Staff has worked closely with First Transit, the City’s transit operations contractor, and they have agreed to the proposed route improvements without additional operating costs to the City. The new service is expected to begin by the end of the calendar year. The proposed route recommendations are budget neutral. Recommended Action: City Council review the proposed route recommendations from the City’s Ridership Transportation Study and direct staff as deemed appropriate. SECOND READING AND ADOPTION OF AN ORDINANCE AMENDING SECTIONS 6.18.090 AND 20.05.010; CHAPTERS 18.02, 20.01, 20.23, 22.08, 22.12, 22.20, 22.24, AND 22.28; AND DELETING CHAPTER 9.52 OF THE ALHAMBRA MUNICIPAL CODE – F2M25-16, O2M25-4847 Staff requests that the City Council declare introduced for second reading and adopt an ordinance amending Sections 6.18.090 and 20.05.010; Chapters 18.02, 20.01, 20.23, 22.08, 22.12, 22.20, 22.24, and 22.28; and deleting Chapter 9.52 of the Alhambra Municipal Code. Periodically amendments are needed to the Alhambra Municipal Code (“AMC”) based upon changes in legislation and issues arising in implementation of the AMC along with fixing typographical errors and making other minor adjustments to improve the administration of the AMC. This proposed ordinance contains updates to the AMC related to Community Development that are not contained within the Alhambra Zoning Code (“Zoning Code”). The City Council adopted a similar clean-up ordinance amending the Zoning Code at its meeting on April 28, 2025. The specific changes to the AMC that proposed ordinance makes are outlined in the Director of Community Development’s May 12, 2025 staff report. The City Council gave first reading to this ordinance at the May 12, 2025 Council meeting. Recommended Action: City Council declare introduced for its second reading and adopt the following ordinance entitled: Ordinance No. O2M25-4847: An Ordinance of the Alhambra City Council amending Sections 6.18.090 and 20.05.010, and Chapters 18.02, 20.01, 20.23, 22.08, 22.12, 22.20, 22.24 and 22.28 of the Alhambra Municipal Code, and deleting Chapter 9.52 of the Alhambra Municipal Code June 23, 2025 LA County Alhambra City Council Item #37

20250623 LA County Alhambra City Council Item 26. RATIFICATION OF EMERGENCY EXPENDITURES FOR EMERGENCY TREE REMOVAL, DEBRIS REMOVAL, AND TREE REPLACEMENT – F2M25-20, M2M25-97 On January 7, 2025, a severe windstorm caused extensive damage to public trees throughout the City, including those located in parks, public rights-of-way, and the golf course. The damage posed immediate hazards to public safety and accessibility, necessitating an urgent response to remove downed trees, hazardous limbs, and debris, as well as to begin tree replacement efforts. To address these emergency conditions, the City engaged West Coast Arborists to provide the necessary labor, equipment, and expertise. Given the urgency and risks to public safety, the standard procurement and bidding procedures were bypassed in accordance with Alhambra Municipal Code Section 3.36.070(A)(4), which allows for emergency purchases. Staff is presenting the emergency expenditures in the amount of $233,355.55 to the City Council for formal ratification, in order to satisfy audit requirements and maintain compliance with financial reporting standards. Funding for the emergency expenditures has been recorded under Fund 105 FEMA Reimbursement. The City has submitted a request for reimbursement through the applicable FEMA grant programs. The final amount reimbursed will depend on FEMA’s review and approval of the submitted documentation. Recommended Action: City Council ratify emergency expenditures in the amount of $233,355.55 to West Coast Arborists for emergency tree removal, debris clean-up, and tree replacement services; and, direct staff to undertake the steps necessary to finalize Council’s action. ADOPTION OF BUDGET FOR FISCAL YEARS 2025-2026 AND 2026-2027 AND THE FISCAL YEAR 2025-2026 APPROPRIATION LIMIT – F2M25-17, N2M25-76, R2M25-26, R2M25-23, M2M25-1000 This is the time and place set by Notice No. N2M25-76 for the City Council to hold a public hearing to consider the following: A. Budget for Fiscal Years 2025-2026 and 2026-2027 and Capital Improvement Plan (CIP) for Fiscal Years 2025-2026 through 2029-30: The adoption of the Annual Budget for the City of Alhambra, the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority for the fiscal years 2025-2026 and 2026-2027 as well as the Capital Improvement Plan for fiscal years 2025-2026 through 2029-30, as more fully discussed in the June 23, 2025 report of the Director of Finance available on the City’s website and on file in the City Clerk’s Office. The proposed budget reflects Alhambra’s continued efforts to safeguard and enhance core services that preserve quality of life, promote property value stability, and maintain the City’s reputation as a safe and desirable place to live and do business, while addressing external economic uncertainties. The proposed Budget and CIP reflects the City’s commitment to maintaining essential services that residents rely on, included wellmaintained streets, high-quality parks, safe and clean neighborhoods, and prompt emergency response services. Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the City Council should adopt Resolution No. R2M25-26 entitled: A Resolution of the Alhambra City Council approving the Budget of the City of Alhambra, Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority for the Fiscal Years 2025-26 and 2026-27 and the Capital Improvements Plan for Fiscal Years 2025-26 through 2029-30; and, direct staff to undertake the steps necessary to finalize Council’s action. B. Budget for Fiscal Years 2025-2026 and 2026-2027: The adoption of the Annual Budget for those portions of the Budget pertaining to the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority. Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority adopt Joint Minute Order No. M2M25-1000 as follows: RESOLVED by the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and Alhambra Public Financing Authority that this Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and Alhambra Public Financing Authority jointly and severally hereby approve their respective portions of the Budget for Fiscal Years 2025-2026 and 2026-2027. C. FY 2025-2026 Appropriation Limit: Proposition XIII B (Gann Initiative) prohibits local agencies from exceeding their 1978-79 fiscal year appropriations after allowing for cost-of-living (CPI) and population changes which are certified by the State Department of Finance. Proposition 111 allows the City to adjust its annual limits for the following factors, subject to approval by the City Council: a) b) Either the California Per Capita Income or the percentage change in local assessment roll from the preceding year due to the addition of local nonresidential construction in the City. Either the City’s own population growth or the population growth of the entire county. Government Code Section 7910 requires agencies to adopt a resolution each year disclosing their appropriation limit. In accordance with Proposition 111, the City is required to conduct a review of their appropriations limit during the annual financial audit. For fiscal year 2023-2024, the City’s appropriation limit was reviewed by our auditors, Moss, Levy & Hartzheim, LLP, and determined to be properly calculated. The calculations in computing the City of Alhambra’s appropriation limit for the 2025-2026 fiscal year are on file in the Finance Department. The appropriation limit for the 2025-26 fiscal year is $201,962,521 and the applicable appropriation subject to this limitation is $85,928,695. Therefore, the City is favorably under the appropriations limit by $116,033,826. Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the City Council should adopt Resolution No. R2M25-23 entitled: A Resolution of the Alhambra City Council establishing the Appropriation Limit for FY 2025-26 and approving the annual adjustment factors used in the calculation thereof; and, approve the annual adjustment factors (per capita income change +6.44% and City population change +.22%) used in the calculation of the appropriation limit. APPROVAL OF PARCEL MAP NO. 84017 – F2M25-11, M2M25-89 On July 22, 2024, Tentative Parcel Map No. 84017 was approved to develop a commercial shopping center consisting of three drive-through, quick-serve food-related uses totaling 7,053 square feet of floor area on an approximately 2.7-acre site within the CMU (Commercial Mixed-Use) zone located at 132 and 146 South Palm Avenue, and 127 South Raymond Avenue in the City of Alhambra. On May 8, 2025, the City Engineer signed Parcel Map No. 84017 and recommended recordation of the same. All Conditions of Approval applicable to Parcel Map No. 84017 have been met and the project Agreements and Covenants have been approved and recorded. Recommended Action: City Council adopt Minute Order No. M2M25-89 as follows: RESOLVED by the Alhambra City Council as follows: SECTION ONE: Based upon the recommendation of the Director of Community Development in his report dated June 23. 2025, this Council hereby finds and determines that the herein below described project will not violate any of the provisions of Sections 66473, 66474.1 and 66474.6 of the Subdivision Map Act of the State of California relating to findings for approval. SECTION TWO: This Council hereby approves Parcel Map No. 84017 to develop a commercial shopping center consisting of three (3) drive-through, quick-serve food-related uses totaling 7,053 square feet of floor area on an approximately 2.7-acre site within the CMU (Commercial Mixed-Use) zone located at 132 and 146 South Palm Avenue, and 127 South Raymond Avenue, and authorizes the City Clerk to endorse on the face of the map the certificate which embodies the approval of said map. 20250623 LA County Alhambra City Council Item 11. QUARTERLY CONTRACTS REPORT AS OF MAY 31, 2025 – F2M25-40 On August 26, 2024, the City Council adopted Ordinance No. O2M24-4837, implementing the California Uniform Public Construction Cost Accounting Act (CUPCCAA), as outlined in California Public Contract Code Sections 22000–22045. On April 14, 2025, the City Council adopted Ordinance No. O2M25-4845, updating contract thresholds in accordance with recent CUPCCAA amendments. During this meeting, the Council also requested a report identifying all contracts awarded between $50,000 and $75,000, which previously required Council approval before CUPCCAA implementation. Staff has provided a report identifying all contracts awarded between $50,000 and $75,000 from August 26, 2024 through May 31, 2025, the report is outlined in the Director of Finance’s June 23, 2025 staff report. This report will be provided to the City Council on a quarterly basis moving forward. Recommended Action: as of May 31, 2025.
