Consideration for Approval of a Professional Design Services Agreement for Walnut Grove Avenue Phase 2 and Valley Boulevard Roadway Improvements Project The City’s Fiscal Year 2025–2026 Capital Improvement Program allocated funds for comprehensive roadway improvements along Walnut Grove Avenue and Valley Boulevard. On July 15, 2025, the City issued a Request for Proposals for design services and received seven submissions. Each proposal was evaluated and ranked based on experience, qualifications, references, pricing, and innovation.
