CONSIDERATION TO APPROVE PURCHASE ORDERS WITH SIERRA AUTO GROUP, HOM
COMMUNICATIONS AND MOTOROLA SOLUTIONS INC. FOR THE PURCHASE OF AND THE
OUTFITTING OF ONE 2026 CHEVROLET SILVERADO EV AND TWO 2024 CHEVROLET BLAZER
EV’S USING THE CALIFORNIA HIGHWAY PATROL’S CANNABIS TAX FUND GRANT PROGRAM
Recommendation
It is recommended that the City Council:
1. Â Â Award a contract to Sierra Auto Group for the purchase of two 2024 Chevrolet Blazer Police Pursuit
Vehicle (PPV) EV’s and one 2026 Chevrolet Silverado PPV EV using the Cannabis Tax Grant funds from
the expense account number 244-4010-0004-8520-000 (Machinery and Equipment) with a total not to
exceed $163,000.00.
2. Â Â Award a contract to Motorola Solutions, Inc. for the purchase of three APX8500 vehicle radio systems
with the amount not to exceed $34,000.00.
3. Â Â Award a contract to Hom Communications for outfitting of two Chevy Blazer EV's and one Chevy
Silverado EV with the amount not to exceed $86,000.00.
4.  Adopt a Resolution (Attachment 6) appropriating $35,000.00 from fund 272 (COPS grant) to the
expense account number 272-4010-4018-8540 (Auto Equipment - AB 3229 99) to fully fund the outfitting
for three vehicles.
5. Â Â Approve and authorize the City Manager or designee to execute the appropriate Purchase Orders. |

Recommendation
It is recommended that the City Council:
1. Receive a presentation of the Mid-Year Budget Review for Fiscal Year 2025-2026 (Attachment 1);
2. Adopt a Resolution approving the proposed mid-year adjustments (Attachment 2);
3. Review the monthly budget report through December 31, 2025 (Attachment 4);
4. Review the initial 5-year General Fund Forecast (Attachment 5);
5. Receive and file the tentative Fiscal Year 2026-2027 Budget Calendar (Attachment 6); and
6. Provide direction, as appropriate. |

Recommendation
It is recommended that the City Council approve the adoption of Resolution No. 7984 to add one (1) new
Librarian position to the budget; reclassify two (2) part-time Management Intern positions to four (4) part-
time Maintenance Assistants; and establish a new Customer Solutions job series that comprises the
following job specifications and provide salary ranges: a) Customer Solutions Representative; b) Lead
Customer Solutions Representative; c) Customer Solutions Supervisor; and d) Customer Solutions
Manager.

Recommendation
It is recommended that the City Council:
1. Approve an amendment to the Professional Services Agreement with Iteris Inc. (Attachment No. 1) to
provide engineering design services for the North-South Corridor Intelligent Transportation Systems
(ITS) Deployment on Fair Oaks Avenue Project (Project) for a new not to exceed total of $483,558;
and
2. Adopt Resolution No. 7983 (Attachment No. 2) amending the Fiscal Year 2025-2026 Capital
Improvement Project budget to appropriate $500,000 to the project budget. |
