A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA, ADOPTING AND INCORPORATING A COMMERCIAL CANNABIS BUSINESS ASSIGNMENT FEE OF $22,566.98 INTO THE CITY OF STANTON MASTER FEE SCHEDULE The City requires commercial cannabis businesses operating in the City to obtain a Commercial Cannabis Business Permit pursuant to Stanton Municipal Code (“SMC”) Chapter 5.77. Under SMC Section 5.77.150, existing commercial cannabis businesses may transfer or assign their business permit under certain circumstances with City approval. Per the SMC, staff is recommending that the City Council approve Resolution No. 2025-33, which establishes a new Commercial Cannabis Business Assignment Fee of $22,566.98 to defray the City’s cost to process and review cannabis business permit assignment applications. The Resolution also includes a provision to update the fee annually, each July 1, beginning on July 1, 2026, based on the Consumer Price Index. RECOMMENDED ACTION: 1. City Council declare that the project is exempt from the California Environmental Quality At (“CEQA”) pursuant to State CEQA Guidelines section 15060(c)(2)-(3) (no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment, and the activity is not a project as defined by CEQA); and 2.
