Conduct a public hearing;\n2. Declare that the City Council find the 2023-2027 Consolidated Plan and the 2023-2024\nAnnual Action Plan is not subject to the California Environmental Quality Act (“CEQA”)\nbecause the activity is not a project as defined in Section 15378 (b)(5) of the State\nCEQA Guidelines;\n3. Approve and adopt the 2023-2027 Consolidated Plan, which includes the approval and\nadoption of the 2023-2024 Annual Action Plan for the use of Community Development\nGrant Block (CDBG) funds; and\n4.
