Award a contract in the amount of $157,314 to Nieves Landscape, Inc. as the lowest\nresponsible bidder for the City Hall Landscape and Irrigation Improvement Project;\n3. Authorize the City Manager to execute a contract with Nieves Landscape, Inc.;\n4.
