Approve Professional Services Agreements, in substantial form, between the City of Anaheim\nand the Anaheim Housing Authority with four consulting firms, each in an amount not to exceed\n$200,000 per agreement, for on-call labor compliance services to support state and federally\nfunded housing and capital improvement projects each for a two year term, commencing\nFebruary 13, 2024 with two one-year optional renewals; authorize the Executive Director of the\nAnaheim Housing Authority, or designee, to execute, implement, and administer the\nagreements; and authorize de minimis changes that do not substantially change the terms and\nconditions of the agreement as determined by the Office of the City Attorney (Comprehensive\nHousing Services, Inc.; GCAP Services, Inc.; Opportunity Marketing Group, Inc.; and Willdan\nEngineering) [related to City Council Agenda Item No. 13].\nCONSENT CALENDAR:

Award an agreement to Glass Box Technology, Inc., in an amount not to exceed $156,379.40\nplus applicable tax and a 20% contingency, for as-needed purchases of AXIS Communications\ntraffic systems CCTV equipment for a one year term with up to four one-year optional\nrenewals; and authorize the Purchasing Agent, or designee, to execute the agreement, all\ncontractual documents, and any renewal options, subject to available budget appropriations\n(Bid #9761).

Approve an agreement with Encore Group (USA) LLC, designating Encore as the preferred\naudio-visual service provider and the exclusive rigging service provider in designated areas at\nthe Anaheim Convention Center for a three year term with up to two one-year optional\nrenewals; pay to the City a commission of i) 42% of gross revenues on equipment and 30% of\ngross revenues on labor for all audio-visual services on non-national contracted business; and\nii) 15% of gross revenues, including labor, for all audio-visual services provided on all national\ncontracted business; and iii) 30% of gross revenues, including labor, for all rigging services\nprovided in the Convention Center pursuant to this agreement on national or non-national\ncontracted business with a minimum annual payment of $750,000 in year one, $750,000 in\nyear two, and $800,000 in subsequent years; and authorize the Executive Director of the\nConvention, Sports & Entertainment Department to execute related documents, take the\nnecessary actions to implement and administer the agreement, and execute any optional\nrenewals.

Approve an agreement with Blue Accessibility Consultants, LLC, in an amount not to exceed\n$223,665 per year, to provide professional consulting services related to the American with\nDisabilities Act (ADA) for a one year period with three one-year optional extensions; and\nauthorize the Director of Public Works, or designee, to execute the agreement, related\ndocuments, including any extensions, and to take the necessary actions to implement and\nadminister the agreement.

Approve Amendment No. 3 to Cooperative Agreement No C-4-1714 with Orange County\nTransportation Authority (OCTA) for the Anaheim Canyon Metrolink Station Improvement\nProject increasing the reimbursable funds to the City by $40,000 for a total of $383,000 and\nextending the termination date to December 31, 2024; and increase the Department of Public\nWorks revenue and expenditure budget for Fiscal Year 2023/24 in the amount of $40,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF ANAHEIM authorizing the Public Works Director or his designee to submit a grant\napplication on behalf of the City of Anaheim to the Orange County Transportation Authority for\nfunding under the M2 Regional Traffic Signal Synchronization Program for Ball Road Corridor\nRegional Traffic Signal Synchronization Program (RTSSP) Project, and if awarded, authorizing\nthe acceptance of such grant funds on behalf of the City and amending the budget accordingly;\nand determining that this resolution is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15004(b)(4), 15060(c)(2)-(3), 15061(b)(3), 15352(a), and\n15378(b) of Title 14 of the California Code of Regulations (grant funds in the estimated amount\nof $1,307,654; local match of $326,913).
