ORDINANCE NO. 6627 (ADOPTION) AN ORDINANCE OF THE CITY COUNCIL amendments to Title 18 (Zoning) of the Anaheim Municipal Code to implement the Sixth Cycle Housing Element and maintain consistency with state housing law and finding and determining that this ordinance is not subject to the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15061(b)(3) and California Public Resources Code Section 21080.085 because it will not have a significant effect on the environment [Development Application No. 2026-00022, introduced at the Council meeting of July 28, 2026, Public Hearing Item No. 16].

Award Master Agreement Purchase Order No. 106-498764 to Waxie Enterprises, LLC, a Brady PLUS company dba Waxie Sanitary Supply for janitorial supplies, for a one year term in an amount not-to-exceed $383,500 ($234,500 for the Anaheim Convention Center, $100,000 for Anaheim Public Utilities and $49,000 for Public Works), with two one-year optional renewals (annual contract amount for renewals will be based on prior year usage, subject to available budget appropriations); and authorize the Purchasing Agent, or designee, to exercise renewal options in accordance with the terms of Omnia Partners Cooperative Agreement No.152610.

Award a Master Agreement with OneSource Supply Solutions, LLC, in an average annual amount of $1,120,000, for the purchase of electrical connectors, fuses, and other components for a one year term with four one-year optional renewals, for a cumulative amount not to exceed $5,600,000 plus applicable sales tax; and authorize the Purchasing Agent, or designee, to execute the contract and all related documents and to exercise the renewal options. 4 August 11, 2026

7. Award the contract to the lowest responsible bidder, R.J. Noble Company, in the amount of $2,589,550, for the Nohl Ranch Road Rehabilitation Project from Rural Ridge Drive to 200 feet east of Anaheim Hills Road; Imperial Highway from 200 feet south of Nohl Ranch Road to Santa Ana Canyon Road; and Anaheim Hills Road from Nohl Ranch Road to Auburn View Lane Project; authorize the Director of Public Works to execute the contract and related documents and to take the necessary actions to implement and administer the contract; determine that the Project is categorically exempt under the California Environmental Quality Act pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the California Code of Regulations; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.

Award the contract to the lowest responsible bidder, Boudreau Pipeline Corporation, in the amount of $20,088,888, for the Resort Area Sanitary Sewer and Roadway Widening Improvements Project; authorize the Director of Public Works to execute the contract and related documents and to take the necessary actions to implement and administer the contract; determine the Project is consistent with the previously-certified Final Subsequent Environmental Impact Report No. 352; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
