6.4 BUDGET AMENDMENT AND APPROVAL OF SECOND\nAMENDMENT FOR GOVINVEST LIVE COMPENSATION\nMODULE\nApprove Second Amendment to the SaaS Licensing Agreement dated\nApril 28, 2020, by and between the Town of Apple Valley and\nGovInvest, Inc., to include a Live Compensation Module, and authorize\nstaff to amend the budget to cover the $27,500 service fee.

7.1 The Planning Commission recommends that the Town\nCouncil approve and adopt a Mitigated Negative\nDeclaration and a Mitigation Monitoring and Reporting\nProgram pursuant to the California Environmental Quality\nAct and\napprove General Plan Amendment GPA 2022-007 from Low\nDensity Residential (R-LD) to Estate Residential ¾ (R-E ¾) and to\nmodify Policy 4.G and remove Policy 4.H from the Land Use\nElement, Zone Change ZC 2022-005 from Residential Agriculture\n(R-A) to Estate Residential 3/4 (RE-3/4), Development Code\nAmendment DCA 2022-003 to modify Note 17 from Table 9.28.040-\nA (1), decrease the lot depth standard in the RE-3/4 zoning district,\nand Tentative Tract Map TTM- 20453 to subdivide 120 acres into 99\nresidential lots located on the northeast corner of Deep Creek and\nDel Oro Roads (APN: 0434-042-32)\nBased upon the information contained within this report, and any input\nreceived from the public at the hearing, the Planning Commission\nrecommends that the Town Council move to:\nA. Adopt the Mitigated Negative Declaration for GPA 2022-007, ZC\n2022-005, DCA 2022-003, and TTM 20453, and associated\nMitigation Monitoring and Reporting Program.\nB. Find that the facts presented in the staff report support the\nrequired Findings for approval and adopt the Findings.\nC. Adopt Resolution No. 2023-34 adopting General Plan\nAmendment GPA 2022-007.\nD. Move to waive Reading of Ordinance No. 567 in its entirety and\nread by title only.\nE. Introduce Ordinance No. 567 adopting Development Code\nAmendment DCA 2022-003 and Zone Change ZC 2022-005.\nF. Approve Tentative Tract Map TTM 20453, subject to the attached\nConditions of Approval, as amended.
