Direct the Town Manager to agendize an item for future rate adjustment in\nthe Fall of 2025.

7.1 SUBSTANTIAL AMENDMENT TO THE 2020-2021 ACTION PLAN\nIt is recommended that the Town Council:\nA. Conduct a public hearing and upon accepting public testimony.\nB. Approve the Substantial Amendment to the 2020-2021 Annual Action Plan\n(“Action Plan”) by repurposing $59,118.00 in Community Development Block\nGrant Coronavirus (CDBG-CV) funds appropriated under the Coronavirus\nAid, Relief, and Economic Security (CARES) Act of 2020, Public Law 116-\n136, for the U.S. Department of Housing and Urban Development (HUD) to\nactivities that prevent, prepare for, and respond to Coronavirus (COVID-19).\nC. Create an account under the 2120 CDBG Account Fund for the James\nWoody Facilities COVID-19 HVAC Filtration System Project in the amount of\n$59,118.00.\nD. Authorize the Town Manager, or their designee, to execute and transmit all\nnecessary documents, including the Substantial Amendment to the Action\nPlan, and any additional amendments, to assure the Town’s timely\nexpenditure of CDBG-CV funds.

7.2 SUBSTANTIAL AMENDMENT TO THE 2018-2019, 2019-2020, 2020-2021, 2021-\n2022, 2022-2023, AND 2024-2025 ACTION PLANS\nIt is recommended that the Town Council:\nA. Conduct a public hearing and upon accepting public testimony;\nB. Approve a Substantial Amendment to the HOME Investment Partnerships\nProgram (HOME) 2018-2019, 2019-2020, 2020-2021, 2021-2022, 2022-\n2023, and 2024-2025 Annual Action Plans (“Action Plans”) by repurposing\n$764,993 to existing HOME eligible activities; and\nC. Authorize the Town Manager, or designee, to execute and transmit all\nnecessary documents, including the Substantial Amendment to the Action\nPlans, and any additional amendments, to assure the Consortium’s timely\nexpenditure of HOME funds.

8.2 TOWN COUNCIL APPOINTMENTS TO THE CITIZENS TRANSACTIONS AND USE\n(SALES) TAX REVENUE MEASURE OVERSIGHT COMMITTEE\n(1) Each Council Member to nominate one (1) individual to serve on the Citizens’\nTransaction and Use Sales Tax Revenue Measure Oversight Committee; and (2)\nThat the Town Council approve the nominations as submitted.
