Second Reading and Adoption of Ordinance 1516, entitled, "AN\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN\nPARK AUTHORIZING THE CITY OF BALDWIN PARK TO ENTER INTO A\nDEVELOPMENT AGREEMENT WITH ALLVISION LLC FOR THE\nAPPROVAL FOR THE CONSTRUCTION OF A TWO-SIDED DIGITAL\nBILLBOARD LOCATED IN THE RAILROAD RIGHT-OF-WAY ADJACENT\nTO 3100 BALDWIN PARK BLVD, WITH THE SPECIFIC LOCATION\nSHOWN ON THE PLANS ON FILE WITH THE CITY PLANNER".\nIt is recommended that the City Council waive further reading and adopt\nOrdinance 1516, entitled, "AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF BALDWIN PARK AUTHORIZING THE CITY OF BALDWIN\nPARK TO ENTER INTO A DEVELOPMENT AGREEMENT WITH\nALLVISION LLC FOR THE APPROVAL FOR THE CONSTRUCTION OF A\nTWO-SIDED DIGITAL BILLBOARD LOCATED IN THE RAILROAD\nRIGHT-OF-WAY ADJACENT TO 3100 BALDWIN PARK BLVD, WITH THE\nSPECIFIC LOCATION SHOWN ON THE PLANS ON FILE WITH THE\nCITY PLANNER".

4. Approval of Amendment Number 3 to the Consultant Services Agreement\nwith Terra Realty Advisors Inc. to provide various real estate services\nrelated to outdoor advertising.\nIt is recommended that the City Council:\n1. Authorize the Mayor to execute the Amendment subject to any non-\nsubstantive changes made by the CEO and City Attorney; and\n2. Authorize the Director of Finance to appropriate funding and make\nthe necessary budget adjustments.

5. Claim for Damages Rejections\nIt is recommended that the City Council reject the following claims and\ndirect staff to send the appropriate notice of rejection to claimants:\n• Gonzalo Cetina The claimant alleges errors and\nomissions.\nThis government claim, and all government claims, should be considered\nas potential lawsuits in the future. Thus, it is requested that all City Staff,\nthe Mayor and all Council Members refrain from making any statements,\nwhether public or private in nature. It is important that no statements be\nmade so as to not prejudice this claim in any way which can happen if\npublic or private comments are made about this claim by City staff or\nCouncil Members.

6. Approval of an updated Affordable Homeownership Expansion Program\nand Project funding Implemented by the San Gabriel Valley Habitat for\nHumanity\nIt is recommended that the City Council\n1. Approve the updated Affordable Homeownership Expansion\nProgram and associated funding sources; and\n2. Authorize the Director of Finance to appropriate funding for this\nupdated Program and Project Activities and make the necessary\nbudget adjustment; and set up new account numbers accordingly;\nand\n3. Authorize the Chief Executive Officer, City Attorney, and Special\nCounsel to continue carrying out all subsequent and needed actions\nto proceed with the Program, including approving real estate\npurchase transactions, and executing agreements including forms of\nAgreements for Habitat for Humanity to use PLHA Funds for ADU\ncreation.\nPUBLIC HEARING\nREPORTS OF OFFICERS
