Appeal of the Planning Commission's Decision to approve a Conditional Use Permit to allow a\nrecreational facility (indoor/outdoor soccer facility) use, and a Design Review Application , and\nfinding that the proposed project is categorically exempt from the California Environmental\nQuality Act (CEQA) per State CEQA Guidelines section 15332, Class 32 - Infill Development.\n(Location: 14412 & 14424 Joanbridge Street; Applicant: Trinidad Campbell; Case Number:\nCP 23-05, PR 23-21).\nIt is recommended that the City Council:\n1. Conduct a public hearing.\n2. Adopt Resolution No. 2025-008 DENYING THE APPEAL AND UPHOLDING THE\nDECISION OF THE PLANNING COMMISSION OF THE CITY OF BALDWIN PARK\nAND APPROVE A CONDITIONAL USE PERMIT TO ALLOW RECREATIONAL\nFACILITY (INDOOR/OUTDOOR SOCCER FACILITY) USE, AND A DESIGN REVIEW\nAPPLICATION. Resolution No. 2025-006 Initiating the Proceedings and Ordering Preparation of the\nEngineer's Report for the Parks Maintenance Assessment District for FY2025-2026\nStaff recommends that Council adopt Resolution No. 2025-006entitled, "A Resolution of the\nCity Council of the City of Baldwin Park, California, authorizing the initiation of the\nproceedings and ordering the preparation of the Engineer's Report for the FY 2025-2026 levy\nof annual assessments for the Parks Maintenance Assessment District pursuant to the\nprovisions of Division 15, Part 2 of the State of California Streets and Highways Code."

Resolution No. 2025-007 Initiating the Proceedings and Ordering Preparation of the\nEngineer's Report for the Citywide Landscape and Lighting Maintenance Assessment District\nfor FY2025-2026\nStaff recommends that Council adopt Resolution No. 2025-007 entitled, "A Resolution of the\nCity Council of the City of Baldwin Park, California, authorizing the initiation of the\nproceedings and ordering the preparation of the Engineer's Report for the FY2025-2026 levy\nof annual assessments for the City of Baldwin Park Landscaping and Lighting Maintenance\nDistrict pursuant to the provisions of Division 15, Part 2 of the State of California Streets and\nHighway Code."

5. Request for Appropriation of Funds for Underground Waste Oil Tank Abandonment and\nConcrete Deck Repair at Clarifier City Yard Facility\nIt is recommended that the City Council:\n1. Authorize the Director of Finance to reappropriate $23,830.00 within Fund #402 â Fleet\nServices and appropriate $21,780.00 to Fund #245 â Proposition C for FY 2024/2025 to\ncover a total of $45,610.00 in repair costs; and\n2. Authorize the Director of Finance to make necessary budget adjustments to allow\npayments; and\n3. Authorize the Acting Director of Public Works, or his designee, to complete all the\nproper documentation to process purchase requisition for selected vendors, Premiere\nFueling Services Inc. for underground waste oil tank removal in an amount-not-to\nexceed $23,830.00 and Sager Construction Inc. for surrounding concrete repairs in an\namount-not-to exceed $21,780.00.

7. Final Feasibility Report for Grade Separation at Ramona Blvd and Metrolink Railroad\nIt is recommended that the City Council\n1. Receive and file the Technical Feasibility Report for the Ramona Blvd/Metrolink Railroad\nGrade Separation, also known as Project Study Report Equivalent (PSRE), attached\nherein.\n2. Acknowledge that the grade separation is technically feasible at an estimate cost of\n$167.9 million over an eight-year period with 2025 as the base year.\n3. Direct Staff to pursue project development partnerships with LA Metro, Metrolink,\nCaltrans, SGV Council of Governments and others.\n4. Direct Staff to pursue funding grants with the county, state, and federal agencies\nenlisting the support of our elected officials.\n5. Thank LA Metro and its project team for undertaking the preparation of the feasibility\nanalysis.
