10.\nAdoption of Resolution No. 2025-019 "A Resolution of the City Council of the City of Baldwin\nPark, California, Appointing Joney Mayer Law a s City Attorney of the City of Baldwin Park\nand Approving a Legal Services Agreement."\nIt is recommended that the City Council:\n1.\nAdopt Resolution No. 2025-019 “A Resolution of the City Council of the City of Baldwin\nPark, California, Appointing Jones Mayer Law as City Attorney of the City of Baldwin\nPark and Approving a Legal Services Agreement.”, effective July 1, 2025 and upon\nexecution of the Agreement by both parties; and\n2.\nApprove the Agreement between the City of Baldwin Park and Jones Mayer Law for\nCity Attorney legal services; and\n3.\nAuthorize the Mayor to execute the Agreement; and\n4.\nRecognize the Letter of Termination Dated March 6, 2025 submitted to the City by Best\nBest & Krieger LLP; and\n5.\nAuthorize the CEO to make non-substantive technical adjustments as necessary.\nPUBLIC HEARING\nPH1.\nPublic Hearing and First reading and introduction of Ordinance No. 1518 amending the\nBaldwin Park Municipal Code to adopt the Fire Hazard Severity Zones Map pursuant to\nGovernment Code Section 51178. It is recommended that the City Council:\n1.\nConduct Public Hearing\n2.\nIntroduce for first reading, by title only Ordinance No. 1518 entitled: "AN ORDINANCE\nOF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING THE\nBALDWIN PARK MUNICIPAL CODE TITLE IX, CHAPTER 150 94 BY ADDING\nSECTION 150.14494.03 TITLED ‘FIRE HAZARD SEVERITY ZONES’ AND FINDING\nTHE ADOPTION OF THE ORDINANCE TO BE EXEMPT FROM CEQA” .”\n3.\nFind that the adoption of this Ordinance is not subject to California Environmental\nQuality Act (CEQA) pursuant to State CEQA Guidelines Section 15060(c)(2), Section\n15060(c)(3), and Section 15308.\nPH2.\nPublic Hearing and Adoption of Resolution No. 2025-021 of the City Council of the City of\nBaldwin Park Confirming the Advisory Committee’s Report and Levying the Assessment in\nthe Baldwin Park Citywide Business Improvement District for Fiscal Year 2025-26 Staff\nrecommend that the City Council:\n1.\nHold a Public Hearing and after considering testimony, adopt Resolution No. 2025-021,\nentitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK,\nCONFIRMING THE ADVISORY COMMITTEE’S REPORT AND LEVYING THE\nASSESSMENT IN THE BALDWIN PARK CITYWIDE BUSINESS IMPROVEMENT\nDISTRICT FOR FISCAL YEAR 2025-2026”; and\n2.\nApprove the FY 2025-26 BIT budget allocation.\nPH3.\nPublic Hearing Regarding the Community Development Block Grant (CDBG) and Home\nInvestment Partnership Program (HOME) Five-Year 2025-2030 Consolidated Plan, Fiscal\nYear 2025-2026 Annual Action Plan, and Citizen Participation Plan\nIt is recommended that the City Council:\n1.\nConduct a public hearing\n2.\nApprove Five-Year 2025-2029 Consolidated Plan\n3.\nApprove Fiscal Year 2025-2026 Annual Action Plan\nPH4.\nPublic Hearing and Adoption of the Budget for Fiscal Year 2025-26 for the City, Finance\nAuthority, Municipal Financing Authority, Housing Authority and Successor Agency\n1.\nStaff recommend that the City Council open a public hearing, and following the public\nhearing, adopt the fiscal year 2025-26 Budget for:\n• City of Baldwin Park by Resolution No. 2025-015, and\n• Finance Authority by Resolution No. FA 2025-001, and\n• Municipal Financing Authority by Resolution No. MFA 2025-001, and\n• Housing Authority by Resolution No. HA 2025-003, and\n• Successor Agency by Resolution No. SA 2025-002, or\n2.\nIn the event the budget is not adopted by July 1, 2025, staff recommend that the City\nCouncil approve Continuing Appropriation for:\n• City of Baldwin Park by Resolution No. 2025-016, and\n• Finance Authority by Resolution No. FA 2025-002, and\n• Municipal Financing Authority by Resolution No. MFA 2025-002, and\n• Housing Authority by Resolution No. HA 2025-004, and\n• Successor Agency by Resolution No. SA 2025-003.

5.\nRequest for Additional Funds to Cover PLHA Ineligible Costs\nStaff recommend that the City Council that:\n1.\nApprove the ineligible expenses totaling an estimate of approximately $400,000.\n2.\nAuthorize the Director of Finance to appropriate funding in the amount of $400,000 and\nmake necessary budget adjustments.

8.\nMeasure BP Fund- Revenue Allocation Policy\nIt is recommended that the City Council:\n1.\nAdopt as a Policy that the Measure BP SOC shall have review and recommendation\njurisdiction of investments of up to $6 Million annually of Measure BP Revenue; and\n2.\nAny and all Measure BP revenue, including interest earnings, above $6 million annually\nshall be under the direct review and allocation jurisdiction of the City Council.\n3.\nDirect the Chief Executive Officer (CEO) and the Director of Finance to implement this\npolicy effective July 1, 2025, with applicability retroactive to the inception of Measure\nBP on April 1, 2023, using the fiscal year as the basis.\n4.\nAuthorize the CEO to make non-substantive adjustments as deemed necessary.
