3.\nSecond Reading and Adoption of Ordinance No. 1519 Adopting the 2025 California Building\nCode, 2025 California Residential Code, 2025 California Existing Building Code, 2025 California\nMechanical Code, 2025 California Plumbing Code, 2025 California Electrical Code, 2025\nCalifornia Green Building Standards Code, 2025 California Energy Code, 2025 California\nWildland-Urban Interface Code, 2025 California Historical Code, 2025 California Reference\nStandards Code, 2025 California Fire Code, and 2026 Los Angeles County Fire Code\nIt is recommended that the City Council:\n1. Find the enforcement of the most current editions of the California Building Standards Code\nwith local amendments thereof, as recited herein as certain minimum standards are necessary\nfor the protection of the public health, safety and welfare of citizens of Baldwin Park.\n2. Find the adoption of the State Building Codes in their most current editions is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to Section 15308 of the State CEQA\nGuidelines.\n3. Find, pursuant to Health and Safety Code Sections 17958.5 and 17958.7 a City may make such\nmodifications in the requirements of the regulations, adopted pursuant to Health and Safety\nCode Section 17922, as it determines to be reasonably necessary because of local climatic,\ngeological or topographic conditions.

5.\nOrdinance No. 1522 Amendment to the Rent Stabilization Ordinance (RSO), Chapter 117 of the\nBaldwin Park Municipal Code Incorporating CPI-U Annual Adjustment Methodology and\nDetermining the Matter is Exempt under CEQA\nIt is recommended that the City Council Introduce and Adopt Ordinance No. 1522 amending Chapter\n117 of the Baldwin Park Municipal Code to clarify the Annual Rent Adjustment Methodology for\nControlled Rental Units using the April 12-month CPI-U Index, with adjustments effective each\nAugust, and limiting rent Increases to the lesser of the CPI-U change or 5 percent.

6.\nApproval of a Contract with RRM Design Group to Prepare Pre-Approved Accessory Dwelling\nUnit Construction Plans\nIt is recommended that the City Council:\n1. Award a contract to RRM Design Group to prepare construction plans for City-sponsored pre-\napproved ADU plans;\n2. Authorize the Mayor, or designee, to execute the attached agreement with RRM Design Group\nto provide consulting services in an amount not to exceed $65,000; and\n3. Authorize the Director of Finance to appropriate $65,000 from Fund 235-General Plan Fees\nand make necessary budget adjustment.

Award a contract to Constant and Associates to prepare an update to the City of Baldwin Parkâs\nLocal Hazard Mitigation Plan;\n2. Authorize the Mayor, or designee, to execute the attached agreement with Constant and\nAssociates to provide consulting services in an amount not to exceed $151,008.13; and\n3. Authorize the Director of Finance to appropriate $151,008.13 from Fund 235-General Plan\nFees and make necessary budget adjustments.\nPUBLIC HEARING
