3. Second Reading and Adoption of Ordinance No. 1527 Amending Title XV, Chapter 153 of the
(Location: City Wide; Case Number AZC 25-04).
It is recommended that the City Council waive further reading and adopt Ordinance No. 1527 entitled:
AMENDING IN ITS ENTIRETY, THE BALDWIN PARK MUNICIPAL CODE, TITLE XV, LAND
USAGE, CHAPTER 153, PART 11 (ACCESSORY DWELLING UNITS AND JUNIOR
ACCESSORY DWELLING UNITS) TO BE IN COMPLIANCE WITH STATE LAW REGARDING
ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS,
AMENDING IN ITS ENTIRETY CHAPTER 153, SECTION 153.135 (OBJECTIVE DESIGN
STANDARDS), AND FINDING THE ACTION TO BE STATUTORILY EXEMPT FROM CEQA
UNDER PUBLIC RESOURCES CODE § 21080.17â

4. Approve Final Parcel Map No. 84176 to subdivide one (1) 0.528 acre lot into two (2) lots to
facilitate the construction of one (1) new two-story single-family home at 3412 Baldwin Park
Blvd.
It is recommended that the City Council accept the Final Parcel Map No. 84176 and authorize the City
Clerk and staff to sign the Final Parcel Map for recordation.

5. Recommend Acceptance of the Project and Authorize the Filing of a Notice of Completion for
City Project No. 24-035 - Phase 1: Block Walls at Ana Montenegro Park
It is recommended that the City Council:
1. Accept the construction improvements by FS Contractors, Inc of Sylmar, CA in the amount of
$100,775 and authorize the recordation of a Notice of Completion; and
2. Authorize the $6,788.75 payment of retention funds to FS Contractors, Inc.
3. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

6. Consideration for Approval of a Memorandum of Agreement with the San Gabriel Valley
Council of Governments (SGVCOG) to Continue to Participate in the Regional Food Recovery
Program
It is recommended that the City Council:
to continue to participate in the Regional Food Recovery Program; and
2. Authorize the Director of Finance to make the necessary appropriations and budget adjustments
in Fund #246 and set up additional account #s as needed; and
3. Authorize the Director of Public Works to process the necessary documents.

7. Award of Contract for Citywide Tree Maintenance Services to West Coast Arborists, Inc.
It is recommended that the City Council:
1. Approve a 6-year Maintenance Service Agreement with West Coast Arborists, Inc. in an annual
amount of $217,000.00 for routine tree maintenance services; and,
2. Approve an additional $110,000.00 per fiscal year for any as-needed, specialty work defined in Exhibit âCâ in the cost proposal as specialty services. This work is not included in routine grid trim and will be performed on an as-needed basis per request of City; and,
3. Authorize the Mayor and City clerk to execute the contract with West Coast Arborists, Inc, for
Citywide Tree Maintenance services; and,
4. Authorize the Director of Finance to make necessary budget adjustments and appropriations for
the length of the Agreement for FY2026-2032 Citywide Tree Maintenance Services; and,
5. Authorize the Director of Public Works or his Designee to process necessary documents.

8. Authorize Execution of Agreement with Bowman for the design of the Big Dalton Wash
Greenway Project and the Big Dalton Wash Trail and New Pocket Parks Project (Big Dalton
Pocket Park at Francisquito) - CIP No. 20-182 & CIP No. 22-016
It is recommended that the City Council:
1. Authorize execution of agreement for the design of the Big Dalton Wash Greenway Project
and the Big Dalton Wash Trail and New Pocket Parks Project comprising CIP No. 20-182
and No. 22-016 with Bowman Conulting Group Ltd. in the amount of $334,590.00; and,
2. Authorize the Mayor and City Clerk to execute the agreement with Bowman; and,
3. Authorize the Director of Finance to make budget adjustments as necessary.

9. Approve Change Order to Barnes Park Multi-Benefit Stormwater Capture Project: Sod
Replacement & Soil Preparation (CIP No. 21-129 Phase C), and approve contract with Cal
Blend Soils Inc.
It is recommended that the City Council:
1. Execute a deductive Change Order in the amount of $10,000.00 to the current contract with
SGD Enterprises dba Four Seasons Landscaping for Barnes Park Multi-Benefit Stormwater
Capture Project: Sod Replacement and Soil Preparation (CIP No. 21-129 Phase C); and,
2. Approve and award the construction contract for the Barnes Park Multi-Benefit Stormwater
Capture Project: Sod Replacement and Soil Preparation (CIP No. 21-129 Phase C) Rock
Screeening and Soils Amendments Work with Cal Blend Soils Inc. in the amount of
$64,145.00; and,
3. Authorize the Mayor and City Clerk to execute the contract with SGD Enterprises dba Four
Seasons Landscaping, subject to any revisions deemed necessary by the City Attorney; and,
4. Authorize the Director of Finance to make appropriations and budget adjustments as necessary.

Public Comments
The public is encouraged to address the City Council or any of its Agencies listed on this agenda on any matter posted on the agenda or on any other matter
within its jurisdiction. In accordance with Chapter 39 of the Baldwin Park Municipal Code, Speakers must address the City Council as a whole and refrain from
making impertinent, slanderous, or profane remarks or disrupt the peace of the meeting. Speaker cards are available at the podium and by request with the City
Clerk.
Public Communication
There is a three-minute speaking time limit. In accordance with Chapter 39 of the Baldwin Park Municipal Code Section 39.03(C) Time limitation. Every
member of the public addressing the Council shall limit his or her remarks to a maximum of three minutes during all speaking opportunities; provided, that
during oral communications just prior to adjournment comment shall not exceed two minutes per speaker. When large numbers of persons wish to speak, the
presiding officer of the meeting may announce a reduction of the speaking time allotted to each person so all persons wishing to speak may do so.
Please notify the City Clerk if you require the services of an interpreter. No Action may be taken on a matter unless it is listed on the agenda, or unless certain
emergency or special circumstances exist. The legislative body or its staff may: 1) Briefly respond to statements made or questions asked by persons; or 2) Direct
staff to investigate and/or schedule matters for consideration at a future meeting.
