Approval of a $99,734 Budget Appropriation for the Extension of the Citywide Janitorial Services Agreement with California Cleaning Maintenance It is recommended that the City Council; 1. Authorize additional funding in the amount of $99,734 for the extension of the City’s agreement with California Cleaning Maintenance for citywide janitorial services; and 2. Authorize the Director of Recreation & Community Services to execute any associated documents necessary to implement the agreement extension, consistent with the terms of the existing agreement; and 3. Authorize the Director of Finance to appropriate funding among the various funds, as indicated under Fiscal Impact table, in the amount of $99,734, for a total appropriation of $260,520, for each fiscal year and each of up to three (3) additional one-year terms, and to make any necessary budget adjustments. September 16, 2026 Item 9 9. City Council Approval of Repairs and Restoration of Damaged Zocalo Park Signs It is recommended that the City Council: 1. Approve repairs to the damaged Zócalo Park signs in a total amount not to exceed $149,710, utilizing Baja Signs (D.B.A. Sign Pro); and 2. Authorize the Director of Finance to make the necessary appropriation and budget adjustments to fund the proposed repairs; and 3. Authorize the Director of Public Works, or his designee, to execute all necessary documentation and process the required purchase order requisitions for the repairs; and 4. Authorize the Risk Management/Human Resources Department to take all necessary actions to pursue subrogation and recovery of eligible costs from the party responsible and/or applicable insurance carrier. Approve the Fifth Amendment to the service agreement for consultant services by and between the City of Baldwin Park and Kingdom Causes, Inc. dba City Net in the total amount of $995,232.07(as indicated under Fiscal Impact table), to operate Serenity Homes for a period of nine months, continuing to provide fifty (50) beds of interim housing for families experiencing homelessness for the period of September 22, 2026, to June 30, 2027 (“Fifth Amendment”); and 2. Authorize the Mayor to execute the Fifth Amendment in a form approved by the City Attorney; and 3. Authorize the Chief Exective Officer to execute any documents and take other actions necessary to implement the Fifth Amendment; and 4.
