1. PROFESSIONAL SERVICES CONTRACT FOR HAZARDOUS WASTE SERVICES FOR FORT\nIRWIN\nRecommended Action:\nStaff recommends that the City Council:\n1. Find that these agreements are exempt from review under the California Environmental\nQuality Act, per CEQA Guidelines, Title 24, CCR, section 15301.

2. Approve the attached Intergovernmental Support Agreement between the United States and\nthe City of Barstow, for a one-year base period with nine annual renewals for the Hazardous\nwaste services at the Fort Irwin Garrison, and authorize the City Manager to make necessary\nnon-substantive changes and perform all other necessary acts to implement the agreement.

3. Approve the attached agreement, scope, and fee with SpecPro Professional Services, LLC, for\na one-year base period with nine annual renewals for the Hazardous waste services at the Fort\nIrwin Garrison called for under the IGSA, and authorize the City Manager to make necessary non-\nsubstantive changes and perform all other necessary acts to implement the agreement.\nAttachments:\n1.
