GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

WARRANT REGISTER SUCCESSOR AGENCY\nIn approving the action of receiving and filing the warrant registers, the official minutes of the\nSuccessor Agency should state that each individual member of the Successor Agency is not voting\non, influencing the outcome of, or participating in approving, accepting, receiving or filing any\nwarrant which bears the name of the same Successor Agency Member, or pays for any costs or\nexpenses, or otherwise benefits the same named Successor Agency Member. Each Successor\nAgency Member will not be participating, influencing or voting on any such warrant bearing their\nname or which benefits the same named Successor Agency Member, but with that exception is\nvoting in favor of receiving and filing all other warrants contained in this report, unless otherwise\nnoted on the record at the time of the approval of the action required by this report.\nRecommendation:\nIt is staff's recommendation that the Successor Agency Members receive and file the warrant\nregister dated 04/11/23.

5. RESOLUTION APPROVING THE CITY'S ZERO EMISSION BUS ROLLOUT PLAN\nThe California Air Resources Board (CARB) created the Innovative Clean Transit Regulation\n(ICT) in December 2018 and requires all public transit agencies to gradually transition to a 100%\nzero-emission bus (ZEB) fleet by 2040. CARB requires 25% of eligible new bus purchases to be\nzero-emission starting in 2026 and 100% by 2029. Under the ICT, the City of Bell Gardens is\nconsidered a small operator and is required to submit a complete Zero-Emission Bus Rollout Plan\nby June 2023. The ZEB rollout plan has been completed and requires the approval of the\ngoverning body.\nRecommendation:\nIt is staff's recommendation that the City Council by motion adopt the attached Resolution,\napproving the City of Bell Gardens Zero Emission Bus Rollout Plan.

6. APPROVE OF PURCHASE ORDER AGREEMENT WITH CAMINO REAL CHEVROLET\nFOR THE PURCHASE OF PUBLIC WORKS VEHICLE\nOn March 30, 2023, the Public Works Department released a Request for Quotation for a 2023\nChevrolet Silverado Crew Cab Truck 2WD, Engine Duramax 6.6L Turbo Diesel, Transmission:\nAllison 10-speed automatic with specific features. The Public Works Department is looking for a\nreplacement of an existing 2002 Chevrolet Silverado 3500HD unit - SM170 which has over 75,000\nmiles and is used daily to transport equipment and materials. It is showing its age and it is no\nlonger not cost effective to keep in service. On April 13, 2023, one quote was received from\nCamino Real Chevrolet for the proposed replacement vehicle. The quote was reviewed, and staff\nhas confirmed that the quote includes all specifications and details specified in the request for\nquote (RFQ).\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Adopt the attached Resolution; and\n2. Approve an Purchase Order Agreement with Camino Real Chevrolet for the purchase of\n2023 Chevrolet Silverado Crew Cab Truck 2WD, Engine Duramax 6.6L Turbo Diesel,\nTransmission: Allison 10-speed automatic in a not to exceed amount of $105,686.59; and\n3. Approve an appropriation of up to $40,686.59 from the Gas Tax Fund to cover the\nunbudgeted purchase of the proposed replacement vehicle.\nDISCUSSION (Item Nos. 7 - 8)

RESIDENT ART AND YARD SALE\nPilot program for a Resident Art and Yard Sale hosted at Veterans Park on Fridays from 11:00 a.m.\nto 3:30 p.m., adjacent to the Farmers Market.\nRecommendation:\nIt is staff's recommendation that the City Council by motion provide staff direction to host a\nResident Art and Yard Sale pilot program on Fridays from 11:00 a.m. to 3:30 p.m., adjacent to the\nFarmers Market.
