GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

10. APPROVAL OF THE SECOND AMENDMENT TO THE SPONSOR AGREEMENT WITH\nTHE LOS ANGELES CONSERVATION CORPS FOR THE TREES FOR BG PLANTING\nPROJECT\nAdoption of the attached Resolution would authorize the City Manager to execute the Second\nAmendment to the Sponsor Agreement with the Los Angeles Conservation Corps.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution authorizing the City\nManager to execute the Second Amendment to the Sponsor Agreement with the Los Angeles\nConservation Corps for the Trees for BG Planting Project.\nDISCUSSION (Item Nos. 11 - 12)

11. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

12. APPOINTMENT OF COUNCIL MEMBERS TO SERVE ON THE BELL GARDENS\nAQUATIC CENTER CONSTRUCTION PROJECT AD HOC COMMITTEE\nThe Bell Gardens Aquatics Center Construction Project Ad Hoc Committee was formed on\nSeptember 10, 2018. With the resignation of a former council member who was a member of the\ncommittee, it is appropriate at this time to appoint a new member to the committee.\nRecommendation:\nIt is staff recommendation that the City Council, by motion, appoint a new member to the Bell\nGardens Aquatic Center Construction Project Ad Hoc Committee.\nCITY COUNCIL / SUCCESSOR AGENCY MEMBER COMMENTS

3. WARRANT REGISTER SUCCESSOR AGENCY\nIn approving the action of receiving and filing the warrant registers, the official minutes of the\nSuccessor Agency should state that each individual member of the Successor Agency is not voting\non, influencing the outcome of, or participating in approving, accepting, receiving or filing any\nwarrant which bears the name of the same Successor Agency Member, or pays for any costs or\nexpenses, or otherwise benefits the same named Successor Agency Member. Each Successor\nAgency Member will not be participating, influencing or voting on any such warrant bearing their\nname or which benefits the same named Successor Agency Member, but with that exception is\nvoting in favor of receiving and filing all other warrants contained in this report, unless otherwise\nnoted on the record at the time of the approval of the action required by this report.\nRecommendation:\nIt is staff's recommendation that the Successor Agency Members receive and file the warrant\nregister dated 08/08/23.

5. APPROVAL OF UPDATE TO THE CITYWIDE CLASSIFICATION AND COMPENSATION\nPLAN TO INCLUDE THE CLASS SPECIFICATON OF OFFICE ASSISTANT\n3\nThe approval of this resolution would update the Citywide Classification and Compensation Plan to\ninclude the class specification of Office Assistant.\nRecommendation:\nIt is staff's recommendation that the City Council Approve a resolution updating the Citywide\nClassification and Compensation Plan to include the class specification for Office Assistant.

6. TRANSFER OF FORMER COMMUNITY DEVELOPMENT COMMISSION PROPERTY\n(5811 1/2 LIVE OAK STREET) TO SUCCESSOR AGENCY\nTransfer of the property located at 5811 ½ Live Oak Street (APN: 6227-004-800) ("Property" or\n“Little Rectangle”) from Prime Frit El Portal, LLC, a California limited liability company\n(“Prime/Frit”) to the Successor Agency by Quitclaim Deed ("Deed") (Exhibit 2), and subsequently\ntransfer the Property back to the City of Bell Gardens (“City”); in order for the City to maintain the\ncurrent wireless lease on the Property.\nRecommendation:\nIt is staff’s recommendation that the Successor Agency adopt the Resolution approving and\naccepting the transfer of the property located at 5811 ½ Live Oak Street (APN: 6227-004-800)\n("Property" or “Little Rectangle”) from Prime Frit El Portal, LLC, a California limited liability\ncompany (“Prime/Frit”) to the Successor Agency by Quitclaim Deed ("Deed") (Exhibit 2), and\nsubsequently transferring the Property back to the City of Bell Gardens (“City”) for the purpose of\nmaintaining the current wireless lease on the Property.

7. APPROVAL TO ENTER INTO A CONTRACT WITH BLACK & WHITE EMERGENCY\nVEHICLES INC.\nThe Police Department requests approval to enter into a contract with Black and White Emergency\nVehicles, Inc. for the installation of emergency and electronics equipment for one Ford Police\nInterceptor Utility vehicle that was purchased and approved by the City Council on September 12,\n2022.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Approve an agreement with Black and White Emergency Vehicles, Inc. for the purchase and\ninstallation of emergency and communications equipment for one previously purchased Ford\nPolice Interceptor Utility vehicle that was approved by City Council on September 12, 2022\n(Resolution 2022-93); and\n2. Adopt a resolution authorizing the City Manager to execute an agreement with Black and\nWhite Emergency Vehicles, Inc.

8. CONSIDERATION OF A RESOLUTION AUTHORIZING THE SUBMITTAL OF\nAPPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF BELL\nGARDENS IS ELIGIBLE\nCalRecycle makes grants available to local jurisdictions within the State. The proposed Resolution\nwould enable the City of Bell Gardens to submit grant applications to CalRecycle for the next five\nyears.\nRecommendation:\nIt is staff’s recommendation that the City Council approve the attached Resolution authorizing the\nsubmittal of application(s) for all CalRecycle grants for which the City of Bell Gardens is eligible for\na period of five years.\n4

9. CONSIDERATION OF A RESOLUTION DETERMINING AND AUTHORIZING AN ALL-WAY\nSTOP CONTROLLED INTERSECTION AT SUVA STREET AND LOVELAND STREET\nAdoption of the proposed Resolution would authorize the installation of an All-Way Stop Controlled\nIntersection at Suva Street and Loveland Street.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution approving the\ninstallation of an All-Way Stop Controlled Intersection at Loveland Street and Suva Street.
