RESOLUTION AFFIRMING SUPPORT FOR THE CONGRESSIONAL AND WORLDWIDE\nCALLS FOR AN IMMEDIATE CEASEFIRE IN GAZA\nSince October 8th, 2023, following the Hamas attack on Israel, elected officials have publicly\nacknowledged the ongoing violence and humanitarian crisis impacting Israel and Gaza.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached resolution supporting the\ncongressional and worldwide calls for an immediate ceasefire in Gaza.

COMMERCIAL CANNABIS PERMIT APPLICATIONS UPDATE\nRequest for direction on cannabis retail ordinance.\nRecommendation:\nIt is staff's recommendation that the City Council consider the following actions:\n1. Receive and file this report, with no further action; or\n2. Direct staff to bring back an ordinance amending Title 9 (Zoning and Planning Regulations) of\nthe Bell Gardens Municipal Code (“BGMC”) to permit staff to regulate the ability to accept\napplications for processing; or\n3. Direct staff to bring back an ordinance amending Title 9 (Zoning and Planning Regulations) of\nthe BGMC to establish a maximum number of conditional use permits (“CUP”) to be issued\nbased on a per capita ratio; or\n4. Direct staff to bring back an ordinance amending Title 5 (Business Licenses, Regulations and\nTaxes) of the BGMC to establish a maximum number of permissible business regulatory\npermits for a cannabis retail use.

KOUNKUEY DESIGN INITIATIVE (KDI) -OUR RESILIENT RIO BELL GARDENS GOLF\nCOURSE VISION PLAN FINAL PROJECT UPDATE\nKounkuey Design Initiative (KDI) final report on Our Resilient Rio Bell Gardens Golf Course Vision\nPlan.\nRecommendation:\nIt is staff's recommendation that the City Council by motion receive and file the KDI Initiative - Our\nResilient Rio Bell Gardens Golf Course Vision Plan final update.

BELL GARDENS COMMUNITY STAKEHOLDER PRIORITIES SURVEY\nAs part of the City’s upcoming budget preparation and adoption process for Fiscal Year 2024-25,\nstaff is recommending an enhanced community stakeholder participation tool in the form of a\ncommunity stakeholder priorities survey. The main purpose of the survey will be to determine\nstakeholder priorities that may be considered during the FY 2024-25 budget process.\nRecommendation:\n5\nIt is staff's recommendation that the City Council receive and file the report.

14. FY 2023-2024 MID-YEAR BUDGET REVIEW\nMid-Year review of the City's FY 2023-24 Operating Budget.\nRecommendation:\nIt is staff recommendation that the City Council:\n1. Receive, discuss, and file the fiscal year 2023-2024 mid-year budget report.\n2. Approve the following additional appropriations for fiscal year 2023-2024. 3. WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 02/08/2024, 02/13/2024 and 02/20/2024.

Each Successor\nAgency Member will not be participating, influencing or voting on any such warrant bearing their\nname or which benefits the same named Successor Agency Member, but with that exception is\nvoting in favor of receiving and filing all other warrants contained in this report, unless otherwise\nnoted on the record at the time of the approval of the action required by this report.\nRecommendation:\nIt is staff's recommendation that the Successor Agency Members receive and file the warrant\nregister dated 02/13/24.

SIXTH AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN\nCITY AND MICHAEL BAKER INTERNATIONAL FOR ADDITIONAL FUNDING FOR\n3\nADMINISTRATION OF ADDED CDBG-CV AND PLHA PROGRAMS\nA sixth amendment to the existing professional services agreement with Michael Baker\nInternational for additional funding for added administrative services for the City's new Community\nDevelopment Block Grant-Corona Virus (CDBG-CV) and Permanent Local Housing Allocation\n(PLHA) programs.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt the attached resolution approving a Sixth\nAmendment to the Professional Services Agreement between the City and Michael Baker\nInternational (Michael Baker) to provide additional funding for added administrative services for the\nCity’s new CDBG-CV Care Kits program and PLHA program.

FINAL TRACT MAP NO. 78222 FOR THE SUBDIVISION OF THREE PARCELS INTO ONE\nCOMMON-OWNERSHIP PARCEL AND 48 RESIDENTIAL CONDOMINIUM PARCELS AT\n8000 BELL GARDENS AVENUE (FILE NO. 2018-080)\nApproval of Final Tract Map No. 78222 and recordation of the Final Map for the subdivision of\nthree parcels into one common-ownership parcel and 48 residential condominium parcels located\nat 8000 Bell Gardens Avenue.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt a Resolution approving Final Tract Map\nNo. 78222 to record the Final Map for the subdivision of three parcels into one common-ownership\nparcel and 48 residential condominium parcels on 2.47 acres located at 8000 Bell Gardens\nAvenue, Bell Gardens, CA.

APPROVAL OF PROPOSITION 1 GRANT SUBRECIPIENT AGREEMENT FOR\nREGIONAL RECYCLED WATER EXPANSION PROJECT\nConsideration of a Resolution approving a Proposition 1 Grant Subrecipient Agreement with the\nLos Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority for\nthe Regional Recycled Water Expansion Project.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached Resolution approving the Proposition 1 Grant Subrecipient Agreement for\nthe Regional Recycled Water Expansion Project with the Los Angeles Gateway Region\nIntegrated Regional Water Management Joint Powers Authority;\n2. Authorize the City Manager to execute the Proposition 1 Grant Subrecipient Agreement; and\n3. Appropriate $50,000 from the General Fund as the City’s local cost share.

APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE FY 2022-2023 VARIOUS RESIDENTIAL STREET IMPROVEMENTS (CIP\nNO. 3919)\nThe plans and specifications for the FY 2022-2023 Various Residential Street Improvements have\nbeen prepared. Approval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Approve the plans and specifications for the FY 2022-2023 Various Residential Street\nImprovements; and\n2. 9. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.
