(HEREINAFTER REFERRED TO AS “TYCO\nDEFENDANTS”) AND BASF CORPORATION IN THE PUBLIC WATER SYSTEMS’\nPORTION OF THE MULTI-DISTRICT LITIGATION MATTER, IN RE: AQUEOUS FILM-\nFORMING FOAMS PRODUCT LIABILITY LITIGATION, RELATING TO PFAS\nCONTAMINATION OF DRINKING WATER\nAFFF MDL Litigation – Partial Settlements – Public Water Systems\nRecommendation:\nIt is staff’s recommendation that the City Council approve the attached Resolution authorizing the\nCity to continue to be a part of the partial settlements with Tyco Defendants and BASF\nCorporation.

12. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.\n5

DESIGNATION OF VOTING DELEGATES AND ALTERNATES - LEAGUE OF\nCALIFORNIA CITIES ANNUAL CONFERENCE & EXPO - OCTOBER 16-18, 2024\nThe League of California Cities Annual Conference is scheduled for October 16 - 18, 2024. The\nAnnual Business Meeting is scheduled for on Friday, October 18, 2024. Consistent with League\nbylaws, a city's voting delegate and up to two (2) alternates must be designated by the City Council.\nThe voting delegate and alternate must be registered to attend the conference.\nRecommendation:\nIt is staff's recommendation that the City Council designate a voting delegate and up to two (2)\nalternates to attend the League of California Cities Annual Business Meeting, scheduled for\nOctober 18, 2024 where the League membership will consider and take action on resolutions that\nestablish League policy.\nCITY COUNCIL / SUCCESSOR AGENCY MEMBER COMMENTS

GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 07/23/2024, 07/25/2024, 07/30/2024 and 08/06/2024.

SECOND READING OF ORDINANCE NO. 949 TO ADOPT A MILITARY EQUIPMENT USE\nPOLICY AS REQUIRED BY ASSEMBLY BILL 481\nThe proposed Ordinance No. 949 adopts a policy for Bell Gardens Police Department\n("Department") in compliance with Assembly Bill 481 (Chiu) ("AB 481") to address the funding,\nacquisition, and use by the Department of items deemed “military equipment” by lawmakers. The\npolicy meets the law’s requirements by listing the Department’s inventory of military equipment;\noutlining a process for the public to submit questions, concerns, and complaints in relation to the\nuse of each type of equipment; providing for the preparation of an annual report subject to City\nCouncil review and approval; and establishing a webpage for updates and the posting of annual\nreports.\nRecommendation:\nIt is staff's recommendation that the City Council by motion waive the full reading and adopt\nOrdinance No. 949 approving the Military Equipment Use Policy in accordance with state law.

7. CONSIDERATION OF A RESOLUTION AUTHORIZING THE INSTALLATION OF A\nTEMPORARY ‘TOW-AWAY NO PARKING’ ZONE FROM 6:00 A.M. TO 6:00 P.M.\nFRONTING 7945 SCOUT AVENUE\nConsideration of a Resolution authorizing the installation of 80 feet of temporary 'Tow-Away No\nParking' from 6:00 a.m. to 6:00 p.m., Monday through Friday, fronting 7945 Scout Avenue to\nfacilitate construction activities at John Anson Ford Park.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Adopt the attached Resolution authorizing the installation of 80 feet of 'Tow-Away No Parking'\nfronting 7945 Scout Avenue to facilitate construction activities at John Anson Ford Park; and\n2. Rescind Resolution 2024-20.

ACCEPTANCE OF PURCHASE AND INSTALLATION OF AN HVAC UNIT AT THE PUBLIC\nWORKS CORPORATION YARD AS COMPLETE\nConsideration of acceptance of the Purchase and Installation of an HVAC Unit at the Public Works\nCorporation Yard as complete.\nRecommendation:\n4\nIt is staff’s recommendation that the City Council:\n1.
