ACCEPTANCE OF PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT\nAT JULIA ASMUS PARK AND HANNON PARK (CIP NO. 3923) AS COMPLETE\nConsideration of acceptance of the Purchase and Installation of Playground Equipment for Julia\nRuss Asmus Park and Hannon Park as complete.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Accept the Purchase and Installation of Playground Equipment for Julia Russ Asmus Park\nand Hannon Park as complete; and\n2. Authorize staff to file the Notice of Completion.

APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE EASTERN AVENUE IMPROVEMENTS PROJECT (CIP NO. 3918)\nThe plans and specifications for the Eastern Avenue Improvements Project have been prepared.\nApproval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Approve the plans and specifications for the Eastern Avenue Improvements Project;\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NISB);\nand\n3. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to Guidelines Section 15301(c).\nDISCUSSION (Items No. 12 - 13)

12. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

CONSIDERATION OF A RESOLUTION APPROVING AN AGREEMENT WITH ABM\nELECTRICAL & LIGHTING SOLUTIONS, INC FOR THE PURCHASE AND\nINSTALLATION OF ADDITIONAL LED LIGHTING AT VETERANS PARK\nConsideration of a Resolution approving an agreement with ABM Electrical & Lighting Solutions,\nInc. for the purchase and installation of additional LED lighting at Veterans Park.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Adopt the attached Resolution approving an agreement with ABM Electrical & Lighting\nSolutions, Inc. for the purchase and installation of additional new LED lighting for a total\namount not to exceed $237,391.61; and\n5\n2. Authorize the City Manager to execute the agreement and approve change orders that may\nbe necessary during construction to cover any unforeseen condition in an amount not to\nexceed 10% of the agreement amount.\nCITY COUNCIL / SUCCESSOR AGENCY MEMBER COMMENTS

GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

APPROVAL MINUTES OF AUGUST 26, 2024, CITY/ SUCCESSOR AGENCY JOINT\nMEETING\nApprove the minutes of the August 26, 2024 City/Successor Agency Joint Meeting.\nRecommendation:\nIt is staff's recommendation that the City Council approve the minutes of the August 26, 2024\nCity/Successor Agency Joint Meeting.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 08/08/2024, 08/13/2024, 08/15/2024, 08/20/2024, 08/22/2024\nand 08/27/2024.

WARRANT REGISTER SUCCESSOR AGENCY\nIn approving the action of receiving and filing the warrant registers, the official minutes of the\nSuccessor Agency should state that each individual member of the Successor Agency is not voting\non, influencing the outcome of, or participating in approving, accepting, receiving or filing any\nwarrant which bears the name of the same Successor Agency Member, or pays for any costs or\nexpenses, or otherwise benefits the same named Successor Agency Member. Each Successor\n3\nAgency Member will not be participating, influencing or voting on any such warrant bearing their\nname or which benefits the same named Successor Agency Member, but with that exception is\nvoting in favor of receiving and filing all other warrants contained in this report, unless otherwise\nnoted on the record at the time of the approval of the action required by this report.\nRecommendation:\nIt is staff's recommendation that the Successor Agency Members receive and file the warrant\nregisters dated 08/20/2024.

CONSIDERATION OF A RESOLUTION AUTHORIZING PARTICIPATION IN THE DIGITAL\nEQUITY COMPETITIVE GRANT PROGRAM\nConsideration of a resolution to authorize the signing of a letter of commitment to participate in the\nState’s Digital Equity Competitive Grant Program in partnership with the County of Los Angeles\nIntergovernmental Broadband Coordinating Committee established to provide expansion of\nequitable broadband access and digital inclusion services citywide.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt a resolution authorizing the City Manager to\nexecute a letter of commitment to the Digital Equity Competitive Grant Program for the expansion\nof equitable broadband access and digital inclusion services citywide.

7. RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF BELL\nGARDENS AND MOTOROLA SOLUTIONS, INC. FOR FLEX SOFTWARE AND\nCOMMANDCENTRAL PLATFORM\nThis item would authorize a three-year software services agreement with Motorola Solutions, Inc.,\nformerly known as Spillman Technologies, Inc. Motorola Solutions, Inc. is the current computer\naided dispatch, records management and mobile computing software for the Police Department.\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Waive the purchasing policy requirements pursuant to Bell Gardens Municipal Code Section\n3.04.100(A); and\n2. Adopt the attached Resolution; and\n3. Authorize the City Manager to execute a three-year Master Customer Agreement with\nMotorola Solutions, Inc. for the Flex Software and CommandCentral Platform.

8. CONSIDERATION OF A RESOLUTION APPROVING AN AGREEMENT WITH TOLAR\nMANUFACTURING COMPANY, INC. FOR THE PURCHASE OF TRANSIT SHELTERS\nConsideration of a Resolution approving an agreement with Tolar Manufacturing Company, Inc. for\nthe purchase of six (6) transit shelters.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt the attached Resolution approving an\nagreement with Tolar Manufacturing Company, Inc. for the purchase of six (6) transit shelters for a\ntotal of amount not to exceed $50,958.80.

CONSIDERATION OF RESOLUTION AUTHORIZING THE INSTALLATION OF A\nDISABLED PERSON PARKING SPACE FRONTING 5942 PRIORY STREET\nConsideration of a Resolution authorizing the installation of 18 feet of blue curb disabled person\nparking fronting 5942 Prior Street.\nRecommendation:\nIt is staff's recommendation that the City Council:\n4\n1. Adopt the attached Resolution authorizing the installation of 18 feet of blue curb disabled\nperson parking fronting 5942 Priory Street; and\n2. Rescind Resolution No. 2024-64.
