6.1\nConsideration and Approval of a Resolution Declaring a Fiscal\nEmergency and Calling a Special Municipal Election to\nPresent Voters with a Ballot Measure to Increase the City’s\nTransactions and Use Tax along with other Election-Related\nAction; and First Reading Approval of a Related Ordinance\nCodifying the Proposed Increase, Subject to Voter Approval\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt Resolution No. 2026-20: (i) Declaring a fiscal emergency\nwithin the meaning of Article XIIIC, §2 of the California\nConstitution; (ii) Calling and giving notice of a June 2, 2026\nSpecial Election, for the submission of a Ballot Measure to Bell\nGardens voters increasing the City’s 1% Transactions and Use\nTax rate to 1.25%; (iii) Requesting consolidation of said Special\nElection with the County-Administered Election of the same\ndate; (iv) Requesting that the Los Angeles County Registrar-\nRecorder/County Clerk provide Specific Election\nAdministration Services; and (v) Setting priorities for filing\nwritten arguments and rebuttals regarding the Ballot Measure\nand directing preparation of an impartial analysis; and\n2. Subject to adoption by the electorate, give first reading to\nOrdinance No. 964 to increase the City of Bell Gardens’ existing\ntransactions and use tax rate from 3/4% to 1% and making\nsuch other administrative amendments and updates\nrequested by the California Department of Tax and Fee\nAdministration; and\n3. Discuss and take action regarding the preparation of ballot\narguments; and\n4.
