10.5 Consideration of a Resolution Approving a First Amendment to the Master Services
Agreement with Hinderliter de Llamas and Associates for Transactions Tax Audit
and Information Services
RECOMMENDATION: It is staff's recommendation that the City Council approve
the attached Resolution authorizing the Acting City Manager to execute a First
Amendment to the Master Services Agreement with Hinderliter de Llamas and
Associates, subject to approval by City Attorney as to form, for transactions tax
audit and information services to include services pertaining to Measure BG.

10.6 Consideration of a Resolution Approving a First Amendment to the Professional
Strategic Plan
RECOMMENDATION: It is staff's recommendation that the City Council adopt the
attached Resolution approving a First Amendment to the Professional Services
Plan.

10.7 Rejection of Bids Received for the Recycled Water Main Installation Project (CIP No.
3852) and Approval of Plans and Specifications
RECOMMENDATION: It is staff’s recommendation that the City Council:
1. Approve the rejection of all bids received on June 25, 2026;
2. Approve the plans and specifications for the Recycled Water Main
Installation Project (CIP No. 3852);
3. Authorize staff to re-advertise and publish the Notice Inviting Sealed Bids
(NISB); and
4. Find that the project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to Guidelines Section 15301 (c).

RECOMMENDATION: It is staff’s recommendation that the City Council:
1. Accept the Bell Gardens Slurry Seal Improvement Zones 1 and 2 Project
(CIP No. 3941) as complete; and
2. Authorize staff to file the Notice of Completion.

10.9 Consideration of a Resolution Approving a Second Amendment to the Professional
Services Letter Agreement with Colantuono, Highsmith & Whatley, PC for Special
Legal Services Related to the Proposed Sale of the Water System
RECOMMENDATION: It is staff’s recommendation that the City Council:
1. Adopt the attached Resolution authorizing the Acting City Manager to
execute a Second Amendment to the Professional Services Letter
Agreement with Colantuono, Highsmith & Whatley, PC for Special Legal
Services related to the proposed sale of the water system; and
2. Appropriate $25,000 from the General Fund into the FY 2026/2027 Budget
to cover the City Water System-related costs.

Bell Gardens and the U.S. Department of Housing and Urban Development for the
Veterans Park Refurbishment Project
RECOMMENDATION: It is staff’s recommendation that the City Council adopt the
attached Resolution authorizing the Acting City Manager to execute a Grant
and Urban Development for the Veterans Park Refurbishment Project.

RECOMMENDATION: It is staff's recommendation that the City Council review the

11.2 Consideration of Proposed Ordinance No. 972 Amending Chapter 5.63 (Tenant
Eviction Protections) to Title 5 (business Licenses, Regulations and Taxes) of the
Bell Gardens Municipal Code
RECOMMENDATION: It is staff’s recommendation that the City Council:
1. Find that the proposed Ordinance No. 972 is categorically exempt from the
California Environmental Quality Act (CEQA) pursuant to California Code of
Regulations, Title 14, § 15061(b)(3) (CEQA Guidelines), concluding no
significant environmental impact would occur; and
2. Waive full reading and introduce Ordinance No. 972 amending Chapter 5.63
(Tenant Eviction Protections) to Title 5 (Business Licenses, Regulations and
Taxes) of the Bell Gardens Municipal Code to establish a minimum
threshold for evictions based on nonpayment of rent.
