2. Shelter Bed Pilot Project Renewal Agreements. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Approve in form the draft Reimbursement Agreement between the LCA1 cities (Bell\nGardens, Commerce, Cudahy, Huntington Park, Maywood, South Gate, and Vernon)\nand the City of Bell, with the understanding that the final agreement will return for\nCity Council execution in June 2024 after the LCA1 cities have each approved the\nAgreement and the Measure H funding has been approved.\n2. Approve in form the draft Social Services Collaborator Agreement between the\nSalvation Army and the City of Bell, with the understanding that the final agreement\nwill return for City Council execution in June 2024 after the LCA1 cities have each\napproved the Agreement and the Measure H funding has been approved.

3. Authorize the City Manager to engage the LCA1 cities and the Salvation Army to\nachieve Agreement renewals to continue the Shelter Bed Pilot Program in its present\nform through June 30, 2024, under the same terms and conditions the Bell City\nCouncil approved on June 8, 2022.\n3. Update to the Salary Range for the position of City Clerk. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Approve a new Salary Range for the position of City Clerk effective the next full pay\nperiod after City Council approval; and\n2. Direct city staff to prepare an update to the City’s Employee Salary Schedule\nResolution and incorporate the new Salary Range for the position of City Clerk

4. Approve an Agreement with OpenGov, Inc. for the Purchase of Online Permitting and Plan\nCheck, Procurement, and other related city services. (City Council)\nRecommendation: It is recommended that the City Council approve a three-year\nAgreement with OpenGov, Inc. for $293,127 to purchase Online Permitting and Plan Check,\neProcurement, and Business License Services.

5. 2023 Statement of Investment Policy. (City Council)\nRecommendation: It is recommended that the City Council read by title only, waive further\nreading and adopt Resolution 2023-29 titled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nBELL, CALIFORNIA APPROVING STATEMENT OF\nINVESTMENT POLICY FOR THE CALENDAR YEAR 2023

6. Approve a Resolution to Oppose Initiative 21-0042A1, referred to as the “Taxpayer\nProtection and Government Accountability Act”. (City Council)\nRecommendation: It is recommended that the City Council read by title only, waive further\nreading and adopt Resolution 2023-30 titled:\nMeeting of the\nBell City Council and Related Agencies\nApril 26, 2023\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL\nOPPOSING INITIATIVE 21-0042A1, REFERRED TO AS THE\n“TAXPAYER PROTECTION AND GOVERNMENT ACCOUNTABILITY\nACT\nConsent Calendar\nThe following Consent Calendar items are expected to be routine and non-controversial.
