Zone Text Amendment (ZTA 2023-04) – Consideration of an Ordinance of the City of Bell,\nCalifornia, amending Chapter 17.08 (Definitions), Chapter 17.84.064 (Digital billboards), and\nChapter 17.96.030 (Conditional use permits required when) of Title 17 (Zoning) of the Bell\nMunicipal Code (BMC), relating to digital billboards. (Council)\nRecommendation: It is recommended that the City Council:\n1. Determine that the proposed text amendment is exempt from further review under the\nMeeting of the\nBell City Council and Related Agencies\nOctober 25, 2023\nCalifornia Environmental Quality Act (California Public Resources Code §§ 21000, et\nseq., “CEQA”) and the regulations promulgated there under (14 California Code of\nRegulations §§ 15000, et seq., the “CEQA Guidelines”), because it consists of only\nminor text revisions and clarifications to existing zoning regulations and procedures\nrelated thereto, and will not have the effect of substantially changing regulatory\nstandards or findings required. Therefore, in accordance with CEQA, the proposed text\namendment is exempt from CEQA pursuant to Section 15061(b)(3) because the activity\nis governed by the general rule that CEQA applies only to projects that have the\npotential to cause a significant effect on the environment. In this case, the proposed text\namendment will not have a significant effect on the environment; and

4. Consideration to approve the use of Bell Police Department COPS Grant funds to be used\nfor Police Explorer Program youth field trip to Knott’s Scary Farm holiday event. (City\nCouncil)\nRecommendation: It is recommended that the City Council authorize the Bell Police\nDepartment to utilize COPS grant funds to pay $1,800.00 for the Police Explorer Program\nyouth field trip to Knott’s Scary Farm holiday event as part of a youth social development\nteam building excursion.

5. Consideration to approve an Agreement with Stageline Mobile Stage Inc. for the purchase of\n24’ x 20’ Mobile Stage in an amount not to exceed $212,063. (City Council)\nRecommendation: It is recommended that the City Council approve an Agreement with\nStageline Mobile Stage Inc. (Stageline) for the purchase of a Mobile Stage in an amount not\nto exceed $212,063.

6. Consideration to approve a new Non-Exclusive Franchise Agreement for Tow Truck\nMeeting of the\nBell City Council and Related Agencies\nOctober 25, 2023\nServices with Mr. C’s Towing. (City Council)\nRecommendation: It is recommended that the City Council approve a new Non-Exclusive\nFranchise Agreement for Tow Truck Services with Mr. C’s Towing for five (5) years.

7. Consideration to Cancel the November 22, 2023, and December 27, 2023, Regular City\nCouncil Meetings. (City Council)\nRecommendation: It is recommended that the City Council cancel the November 22, 2023,\nand December 27, 2023, Regular City Council Meetings.\nConsent Calendar\nThe following Consent Calendar items are expected to be routine and non-controversial. They\nare acted upon by the City Council and related authorities at one time without discussion. The\nreading of the full text of ordinances and resolutions will be waived unless a Councilmember\nrequests otherwise.\nRecommendation: Approve agenda items 8 - 11.

Read by title only, waive further reading and adopt Resolution No. 2023-75 titled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL ACCEPTING THE\nSTREET ARTERIAL IMPROVEMENT PROJECT-EASTERN AVENUE AS COMPLETE\nAND AUTHORIZING STAFF TO PREPARE AND FILE THE NOTICE OF\nCOMPLETION WITH THE LOS ANGELES COUNTY RECORDER”\n2. Authorize staff to release retention thirty-five (35) days after the filing of the Notice of\nCompletion.
