Zone Text Amendment (ZTA 2023-04) – Consideration of an Ordinance of the City of Bell,\nCalifornia, amending Chapter 17.08 (Definitions), Chapter 17.84.064 (Digital billboards), and\nChapter 17.96.030 (Conditional use permits required when) of Title 17 (Zoning) of the Bell\nMunicipal Code (BMC), relating to digital billboards. (Council)\nRecommendation: It is recommended that the City Council:\n1. Determine that the proposed text amendment is exempt from further review under the\nMeeting of the\nBell City Council and Related Agencies\nOctober 25, 2023\nCalifornia Environmental Quality Act (California Public Resources Code §§ 21000, et\nseq., “CEQA”) and the regulations promulgated there under (14 California Code of\nRegulations §§ 15000, et seq., the “CEQA Guidelines”), because it consists of only\nminor text revisions and clarifications to existing zoning regulations and procedures\nrelated thereto, and will not have the effect of substantially changing regulatory\nstandards or findings required. Therefore, in accordance with CEQA, the proposed text\namendment is exempt from CEQA pursuant to Section 15061(b)(3) because the activity\nis governed by the general rule that CEQA applies only to projects that have the\npotential to cause a significant effect on the environment. In this case, the proposed text\namendment will not have a significant effect on the environment; and
