Consideration of an Ordinance of the City of Bell Municipal Code enacted pursuant to section\n65858 establishing a 45-day temporary moratorium on the sale, possession, and use of\nNitrous Oxide within the City limits. (City Council)\nRecommendation: It is recommended that the City Council read by title only, waive further\nreading and adopt Urgency Ordinance 1291 titled:\n\nAN INTERIM URGENCY ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF BELL, CALIFORNIA, ENACTED PURSUANT TO\nCALIFORIA GOVERNMENT CODE SECTION 65858 ESTABLISHING\nA 45-DAY TEMPORARY MORATORIUM ON THE SALE,\nPOSSESSION, AND USE OF NITROUS OXIDE WITHIN CITY LIMITS\nDURING PENDENCY OF THE CITY’S STUDY AND DEVELOPMENT\nOF REASONABLE REGULATIONS; AND DECLARING THE\nURGENCY THEREOF

3. Amendment No. 1 with Community Service Group (CSG) Planning Firm. (City Council)\nRecommendation: It is recommended that the City Council approve a contract amendment\nfor Community Service Group (CSG) in an amount not to exceed $50,000 for On-Call Planning\nand Special Project Management of City-owned projects, high-profile and priority projects.

4. Street Improvement Project Fiscal Year 2023-2024. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Award a construction contract in the amount of $1,026,022 to Sequel Contractors,\nInc. for the Street Improvement Project Fiscal Year 2023-2024.\n2. Authorize the City Manager to execute change orders to the project in a total\namount not to exceed $102,602.20 (ten percent of the bid amount) for any\nnecessary additional work.\n3. Ratify the FY2024-2025 Budget for this Project in the amount of $1,302,000 with\nthe following distribution: $700,000 in SB1 Funds and $602,000 in Proposition C\nFunds.

Consideration to Approve Amendment No. 4 to the Cooperative Purchasing Agreement\nBetween the City of Bell and Tanko Streetlighting, Inc. for Streetlight Maintenance Services\n(City Council)\nRecommendation: It is recommended that the City Council approve Amendment No. 4 to the\nCooperative Purchasing Agreement between the City of Bell and Tanko Streetlighting, Inc. to\nextend the term and increase the Contract Sum.

6. Pritchard Field Improvement Project – Award of Construction Contract\nRecommendation: It is recommended that the City Council:\n1. Award a construction contract in the amount of $2,634,589.50 to Kasa\nConstruction, Inc. for the Pritchard Field Improvement Project, and\n2. Authorize the City Manager to execute change orders to the project in a total\namount not to exceed $263,459 (ten percent of the bid amount) for any necessary\nadditional work.

7. Initiating the Proposition 218 Procedure for a Proposed Five-Year Solid Waste Services Rate\nIncrease\nRecommendation: It is recommended that the City Council:\nMeeting of the\nBell City Council and Related Agencies\nJuly 24, 2024\n1. Authorize staff to initiate the Proposition 218 Process\n2. Send all City ratepayers a public notice of intent to adjust rates for solid waste\nservices over a period of five (5) years based on a set schedule of rates\n(Attachment 1), and\n3. Set a Public Hearing with majority protest process on September 11, 2024, for the\nCity Council’s final consideration of the proposed rate schedule and an attendant\n“Amended and Restated Exclusive Franchise Agreement for Comprehensive Solid\nWaste Services” establishing new State-mandated expansions upon the City’s\nrefuse services.\nConsent Calendar\nThe following Consent Calendar items are expected to be routine and non-controversial. They\nare acted upon by the City Council and related authorities at one time without discussion. The\nreading of the full text of ordinances and resolutions will be waived unless a Councilmember\nrequests otherwise.\nRecommendation: Approve agenda items 8-9.
