5. Consideration of Approving Amendment No.1 to the Agreement between the City of Bell and\nHQE Systems, Inc. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Approve Amendment No. 1 to the Agreement between the City of Bell and HQE\nSystems, Inc. by increasing the contract sum from $41,304.46 to $88,121.55; and\n2. Approve appropriation of $20,184.96 from the American Rescue Plan Act 2021 (ARPA)\nfund, and $26,632.13 of Homeland Security Grant fund to cover the increase in contract\nsum of the Agreement between the City of Bell and HQE Systems, Inc.

Award a construction contract in the amount of $897,115.76 to Econolite Systems, Inc.\nfor the Traffic Signal Improvements Project (CIP No. 7180).\n2. Authorize the City Manager to execute change orders for the project in a total amount\nnot to exceed $89,711.58 (ten percent of the bid amount) for any necessary additional\nwork.\n3. 9. Amendment to City Manager Employment Agreement- Removal of Section 3.2: Cost of Living\nIncrease. (City Council)\nRecommendation: It is recommended that the City Council approve the amendment to the\nCity Manager’s Contract to remove Section 3.2 which pertains to the Cost-of-Living\nAdjustments (COLA). This measure is proposed to address potential conflicts of interest\narising from the city manager negotiating on behalf of Department Heads of the city while\nbenefiting from similar adjustments.
