Introduce Ordinance 1295, waive further reading and read by title only:\nAN ORDINANCE OF THE CITY OF BELL CITY COUNCIL AMENDING THE\nCITY OF BELL MUNICIPAL CODE BY MODIFYING TITLE 15 BUILDINGS\nAND CONSTRUCTION AND ADOPTING BY REFERENCE THE 2025\nCALIFORNIA BUILDING CODE, 2025 CALIFORNIA RESIDENTIAL\nCODE, 2025 CALIFORNIA ELECTRICAL CODE, 2025 CALIFORNIA\nMECHANICAL CODE, 2025 CALIFORNIA PLUMBING CODE, AND 2025\nCALIFORNIA EXISTING BUILDING CODE WITH CERTAIN\nAMENDMENTS, ADDITIONS AND DELETIONS THERETO\n2 Schedule a public hearing on October 8, 2025, to consider adoption and second\nreading of the said Ordinance.

2. \nAccept and Authorize the City Manager and Police Chief to enter into an agreement with the\nUnited States Postal Inspection Service (USPIS) to provide money laundering and narcotics\ninterdiction services at the United States bulk-mail facility located in Bell, CA. (City Council)\nRecommendation: It is recommended that the City Council:\n1. Approve and accept the Memorandum of Understanding between the Bell Police\nDepartment and the United States Postal Inspection Service; and\n2. Read by title only, waive further reading and adopt Resolution 2025-57 titled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL\nAUTHORIZING THE BELL POLICE DEPARTMENT TO ENTER INTO\nAN AGREEMENT WITH THE UNITED STATES POSTAL\nINSPECTION SERVICE BY WAY OF AN ESTABLISHED\nMEMORANDUM OF UNDERSTANDING, AND TO PROVIDE A\nSWORN POLICE OFFICER AND TRAINED K-9 TO PARTICIPATE IN\nA JOINT TASK FORCE, DESIGNED TO INVESTIGATE AND\nINTERDICT ILLICIT DISTRIBUTION OF NARCOTICS, FIREARMS\nAND FIREARM ACCESSORIES,, AND CURRENCY USING THE\nUNITED STATES MAIL SYSTEM

(City\nCouncil)\nRecommendation: It is recommended that the City Council:\n1. Approve the Los Angeles Interagency Metropolitan Police Apprehension Crime Task\nForce Joint Powers Agreement (“LA-IMPACT JPA”), thereby authorizing the City of\nBell’s membership in the LA-IMPACT Authority and authorizing the City Manager to\nexecute the Agreement; and\n2. Read by title only, waive further reading and adopt Resolution 2025-56 titled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CULVER\nCITY, CALIFORNIA, APPROVING THE LOS ANGELES\nINTERAGENCY METROPOLITAN POLICE APPREHENSION CRIME\nTASK FORCE JOINT POWERS AGREEMENT (LA IMPACT JPA),\nAUTHORIZING THE CITY’S MEMBERSHIP IN LA IMPACT; AND\nAUTHORIZING THE CITY MANAGER TO EXECUTE THE JPA\nAGREEMENT

4. \nConsideration to approve Amendment No. 2 with Transtech Engineers Inc. for contract\nbuilding official, building inspector, and plan check related services. (City Council)\nRecommendation: It is recommended that the City Council approve the removal of the split\nin Developer fees from the contract sum, decrease the total contract sum from $750,000 to\n$200,000 with Transtech Engineers for contract building official, building inspector, and plan\ncheck related services for, and on behalf of, the City.
