B Consideration and possible action to conduct a public hearing to consider\nThe Medicine Woman Group, LLC’s appeal of the City Manager’s decision to\nrevoke Cannabis Business Permit No. CUP CU-CAN 17-12.\nRecommendation to City Council: 1) Open the public hearing; take testimonial and\ndocumentary evidence; and after considering the evidence, uphold the\nCity Manager’s decision to revoke Cannabis Business Permit No. CUP CU-CAN\n17-12 issued to The Medicine Woman Group, LLC; or 2) Alternatively, discuss and\ntake other action related to this item.

C Consideration and possible action to conduct a public hearing to consider\nissuing one Cannabis Business Permit for a dispensary use at 9535 Artesia\nBoulevard; and consider adopting Resolution No. 26-25 – a Resolution\napproving a Cannabis Business Permit to operate a cannabis dispensary at\n9535 Artesia Boulevard; Applicant: 9535 Artesia Ave, Inc. dba Herb’s Diner.\nCEQA: In accordance with the California Environmental Quality Act (Cal. Pub. Res.\nCode §§ 21000, et seq.; “CEQA”) and CEQA regulations (Cal. Code Regs. tit. 14,\n§§ 15000, et seq.), an environmental review of the application was conducted in\naccordance with CEQA Guidelines § 15061. Following that review, it was\ndetermined that the proposed dispensary is included in the classes of projects\nexempt from additional environmental review under CEQA Guidelines § 15301\n(Existing Facilities) and § 15302 (Replacement or Reconstruction) for the reason\nthat it is an approved land use proposed for existing commercial and industrial\nbuildings.\nRecommendation to City Council: 1) Open a public hearing and consider issuing\none cannabis business permit for dispensary use; and 2) After receiving\ntestimonial and documentary evidence, close the public hearing and consider\nwhether to issue a cannabis business permit to the Applicant by adopting\nResolution No. 26-25. Based upon the Applicant’s bid guaranty, it is recommended\nthat the City Council NOT issue a CBP to the Applicant; or 3) Alternatively, discuss\nand take other action related to this item.

D Consideration and possible action to conduct a public hearing to consider\nissuing one Cannabis Business Permit for a dispensary use at 8846 Alondra\nBoulevard; and consider adopting Resolution No. 26-26 – A Resolution\napproving a Cannabis Business Permit to operate a cannabis dispensary at\n8846 Alondra Boulevard; Applicant: OTC Bellflower LLC dba Off the Charts.\nCEQA: In accordance with the California Environmental Quality Act (Cal. Pub. Res.\nCode §§ 21000, et seq.; “CEQA”) and CEQA regulations (Cal. Code Regs. tit. 14, §§\n15000, et seq.), an environmental review of the application was conducted in\naccordance with CEQA Guidelines § 15061. B Consideration and possible action to read by title only, waive further reading,\nand introduce Ordinance No. 1458 – An Ordinance amending Chapter 2.32 of\nthe Bellflower Municipal Code regarding the regular Planning Commission\nmeetings and meeting minutes.\nCEQA: The Ordinance is exempt from additional review under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et sea., “CEQA”) and\nregulations promulgated thereunder (14 California Code of Regulations §§ 15000, et\nsea., the “CEQA Guidelines”) because under CEQA Guidelines §§ 15061 (b) (3) and\n15378(b)(5), the Ordinance establishes internal governmental procedures that have\nno potential to cause a significant effect on the environment.\nRecommendation to City Council: 1) Read by title only, waive further reading, and\nintroduce Ordinance No. 1458, amending BMC chapter 2.32; and 2) Direct the\nCity Manager to revise the Planning Commission schedule to meet once a month\non the 3rd Mondays of the month; or 3) Alternatively, discuss and take other action\nrelated to this item.
