C Consideration and possible action to conduct a public hearing to consider\nissuing one Cannabis Business Permit for a dispensary use at 9535 Artesia\nBoulevard; and consider adopting Resolution No. 26-25 – a Resolution\napproving a Cannabis Business Permit to operate a cannabis dispensary at\n9535 Artesia Boulevard; Applicant: 9535 Artesia Ave, Inc. dba Herb’s Diner.\nCEQA: In accordance with the California Environmental Quality Act (Cal. Pub. Res.\nCode §§ 21000, et seq.; “CEQA”) and CEQA regulations (Cal. Code Regs. tit. 14,\n§§ 15000, et seq.), an environmental review of the application was conducted in\naccordance with CEQA Guidelines § 15061. Following that review, it was\ndetermined that the proposed dispensary is included in the classes of projects\nexempt from additional environmental review under CEQA Guidelines § 15301\n(Existing Facilities) and § 15302 (Replacement or Reconstruction) for the reason\nthat it is an approved land use proposed for existing commercial and industrial\nbuildings.\nRecommendation to City Council: 1) Open a public hearing and consider issuing\none cannabis business permit for dispensary use; and 2) After receiving\ntestimonial and documentary evidence, close the public hearing and consider\nwhether to issue a cannabis business permit to the Applicant by adopting\nResolution No. 26-25. Based upon the Applicant’s bid guaranty, it is recommended\nthat the City Council NOT issue a CBP to the Applicant; or 3) Alternatively, discuss\nand take other action related to this item.

Pub. Res.\nCode §§ 21000, et seq.; “CEQA”) and CEQA regulations (Cal. Code Regs. tit. 14, §§\n15000, et seq.), an environmental review of the application was conducted in\naccordance with CEQA Guidelines § 15061.
