PROHIBITING INTERFERENCE WITH LAW ENFORCEMENT DRONES AND\nPENALTIES FOR VIOLATIONS AND ADDING CHAPTER 13 TO TITLE 5 OF\nTHE BEVERLY HILLS MUNICIPAL CODE. - Second Reading - For Adoption\n\nComment: This ordinance amends the Beverly Hills Municipal Code to establish\nregulations and penalties regarding interference with the operation of law\nenforcement drones. On May 20, 2025 the Council introduced this ordinance and\nadded a section prohibiting the flying of any unmanned aerial vehicle within two\nhundred feet of a law enforcement drone, which has been included in the ordinance\nfor adoption.\nRESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS\n\nNone\nAPPROVAL OF:

TRAFFIC AND PARKING COMMISSION APPOINTMENT (MICHAEL KARRIC).\n\nComment: It is recommended that the City Council appoint Michael Karric to the\nTraffic and Parking Commission for an initial two-year term for an upcoming\nscheduled vacancy.

WILLAMAN DRIVE STREET TREE MASTER PLAN.\n\nComment: This report provides the background information and recommendation by\nthe Public Works Commission to remove and replace the poorly performing Red\nIronbark Eucalyptus trees on Willaman Drive that were planted in the City as part of\nthe Street Tree Master Plan of 1996.

AMENDMENT NO. 1 TO THE AGREEMENT WITH ARCHITECTURAL\nRESOURCES GROUP, INC. FOR ARCHITECTURAL SERVICES FOR\nRESTROOM IMPROVEMENTS AT WILL ROGERS MEMORIAL PARK; AND\nAPPROVAL OF A CHANGE PURCHASE ORDER IN THE AMOUNT OF\n$62,310 FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $150,370.\n\nComment: This amendment to the agreement with Architectural Resources Group\nwill cover architectural and engineering services for additional design and\nconstruction administration phase of the project.

AMENDMENT NO. 8 TO AN AGREEMENT WITH PSOMAS FOR AS-NEEDED\nENGINEERING SERVICES FOR THE IMPLEMENTATION OF THE LOS\nANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY'S\nPURPLE LINE EXTENSION PROJECT; AND\nAPPROVAL OF A FISCAL YEAR 2025/26 APPROPRIATION OF $4,350,400\nFROM THE GENERAL FUND (ALL COSTS IN FURTHERANCE OF THE\n\nPROJECT WILL BE REIMBURSED BY LOS ANGELES COUNTY\nMETROPOLITAN TRANSPORTATION AUTHORITY); AND\nAPPROVAL OF A PURCHASE ORDER IN THE AMOUNT OF $4,350,400 FOR\nFISCAL YEAR 2025/26 FOR A TOTAL NOT TO EXCEED AMOUNT OF\n$37,918,000.\nComment: This agreement with Psomas provides as-needed engineering services\nfor the Purple Line Extension Project, Segments 1 and 2, and includes engineering\ndesign review and construction management services to assist City staff with\nreview, oversight, outreach, and day-to-day coordination during the design and\nconstruction phases.\n10. AMENDMENT NO. 9 TO AN AGREEMENT WITH THE LOS ANGELES\nCOUNTY METROPOLITAN TRANSPORTATION AUTHORITY, AND\nENVIRONMENTAL INTELLIGENCE, LLC, FOR INDEPENDENT\nCOMPLIANCE MONITORING SERVICES FOR SEGMENTS 1 AND 2 OF THE\nPURPLE LINE EXTENSION PROJECT; AND\nAPPROVAL OF A FISCAL YEAR 2025/26 APPROPRIATION OF $1,994,200\nFROM THE GENERAL FUND (ALL COSTS IN FURTHERANCE OF THE\nPROJECT WILL BE REIMBURSED BY LOS ANGELES COUNTY\nMETROPOLITAN TRANSPORTATION AUTHORITY); AND\nAPPROVAL OF A PURCHASE ORDER TO ENVIRONMENTAL\nINTELLIGENCE, LLC FOR INDEPENDENT COMPLIANCE MONITORING\n\nSERVICES IN THE AMOUNT OF $1,994,200 FOR FISCAL YEAR 2025/26\nFOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $20,444,500.\nComment: This Agreement with Los Angeles County Metropolitan Transportation\nAuthority and Environmental Intelligence, LLC provides independent compliance\nmonitoring services related to Segments 1 and 2 of the Purple Line Extension\nproject as required by the current Memorandum of Agreements (MOAs); this\nincludes providing oversight and enforcement to ensure Metro and its contractors\ncomply with the conditions and mitigation measures outlined in both the MOAs and\nthe City Council authorized permits.\n11. A CHANGE PURCHASE ORDER TO PDQ ENTERPRISES, INC. IN THE\nAMOUNT OF $28,000 FOR A TOTAL NOT-TO-EXCEED AMOUNT OF\n$128,000 FOR EQUIPMENT RENTAL.\nComment: Approval of additional funds for specialized equipment rental that was\nnecessary to deploy and maintain concrete security barriers throughout the City's\ncommercial areas and Civic Center, as requested by the Beverly Hills Police\nDepartment to enhance public safety measures.

AN UNCODIFIED ORDINANCE OF THE CITY OF BEVERLY HILLS\nESTABLISHING AN ALTERNATIVE MINISTERIAL APPROVAL HOUSING\nDEVELOPMENT OVERLAY ZONE FOR PROJECTS SUBJECT TO\nGOVERNMENT CODE SECTION 65589.5, AND ADOPTING AN ADDENDUM\nTO THE MITIGATED NEGATIVE DECLARATION PREPARED FOR THE 20212029 CITY OF BEVERLY HILLS HOUSING ELEMENT. First Reading - For\nIntroduction\n\nComment: Staff recommends that the City Council waive the full reading of the\nordinance and introduce it by title only for first reading. The ordinance would\nestablish an alternative ministerial approval housing development overlay zone?that\ncould be applied to certain properties within the city, provided that such properties\nmeet the eligibility requirements outlined in the ordinance. The process would be\nlimited to projects that submitted applications pursuant to Government Code Section\n65589.5, generally referred to as “Builder’s Remedy” projects.

THE MEMORANDUM OF UNDERSTANDING WITH THE FRIENDS OF\nGREYSTONE FOR USE OF GREYSTONE MANSION AND GARDENS: THE\n\nDOHENY ESTATE FOR PROGRAMS AND EVENTS TO FUNDRAISE AND\nRAISE AWARENESS OF THE HISTORIC PROPERTY; AND\nAPPROVAL TO USE DOHENY GREYSTONE ESTATE AS THE NAME USED\nFOR THE PROPERTY ON MATERIALS; AND\nAUTHORIZATION FOR THE CITY MANAGER TO EXECUTE THE\nMEMORANDUM OF UNDERSTANDING.\nComment: Staff recommends the City Council approve the Memorandum of\nUnderstanding between the City of Beverly Hills and The Friends of Greystone for\nuse of Greystone Mansion and Gardens: The Doheny Estate and provide direction\non the name they may use.
