1.1 APPROVE DEMANDS – CHECK ISSUE DATE 09/02/2023 THROUGH 09/30/2023 IN\nTHE AMOUNT OF $1,643,504.81 AND THE AUGUST 2023 TREASURER’S REPORT

1.3 APPROVE 2024 COUNCIL MEETING CALENDAR\nStaff’s recommendation: Approve the 2024 City Council Meeting Calendar which includes\nRegular City Council Meetings and pre-scheduled Special City Council meetings.

1.4 AUTHORIZE ON-CALL SNOW REMOVAL CONTRACTS\nStaff’s recommendation: Adopt a resolution authorizing on-call snow removal contracts for\nwinter season 2023-24 with Bear Valley Paving, Big Bear Log Works, Inc., Lloyd\nWood Trucking, Inc., Mile High Equipment, Nolan Thoren Construction, Robertson’s\nReady Mix,\nLTD, Romans Construction, and S. Porter, Inc., and authorize the City Manager to execute all\nnecessary contract documents in a form approved by the City Attorney.

1.5 AUTHORIZE RENTAL AGREEMENTS FOR SNOW REMOVAL EQUIPMENT\nStaff’s recommendation: Adopt a resolution authorizing a rental agreement and purchase\norder with: Volvo Construction Equipment and Services for the rental of seven (7) Volvo 110\nloaders in an amount not to exceed $188,580, United Rentals for the rental of three (3) dump\ntrucks, six (6) backhoes, and one (1) skid steer in an amount not to exceed $193,455, and\nRight of Way Traffic Safety, Inc. for the rental of five (5) Changeable Message Signs\n(CMS) with remote access in an amount not to exceed $31,000; and authorize the City\nManager to execute all necessary contract documents in a form approved by the City\nAttorney.

1.6 AUTHORIZE AGREEMENT WITH MOUNTAIN TRANSIT FOR CITY\nCONTRIBUTION TO THE FREE TROLLEY SERVICE\nStaff’s recommendation: Adopt a resolution authorizing a grant agreement between the City\nof Big Bear Lake and Mountain Transit; and authorize the City Manager to execute the\nagreement.

1.7 NOTICES OF COMPLETION – FISCAL YEAR 2023-24 CAPITAL IMPROVEMENT\nPROJECTS\nStaff’s recommendation: Accept the Sanitary Sewer Cured in Place Pipe Project and the 2023\nCitywide Line Striping Project as complete, and authorize staff to file Notices of Completion\nwith the County of San Bernardino Recorder’s Office.

2.1 INTRODUCTION OF AN ORDINANCE AMENDING CHAPTER 10.12 OF THE BIG\nBEAR LAKE MUNICIPAL CODE\nStaff recommendation: Conduct a public hearing to hear any and all public testimony;\nand read the title, waive further reading and introduce an ordinance entitled: Ordinance of\nthe City Council Amending Chapter 10.12 of the Big Bear Lake Municipal Code Relating\nto Parking During Snow Conditions-Generally.

3.1 COMMUNITY VISIONING\nStaff’s recommendation: Approve and adopt the vision statement derived from the input\nprovided by community members during the Community Visioning Process in order to assist\nand guide the General Plan Update process.

3.2 AUTHORIZE PROFESSIONAL SERVICES AGREEMENT FOR LAND\nMANAGEMENT SOFTWARE SELECTION SERVICES\nStaff’s recommendation: Adopt a resolution authorizing a professional services agreement\nwith ClientFirst for land management software selection services for a cost not to exceed\n$48,585.

3.3 VACATION RENTAL ORDINANCE RELATED TIMELINE\nStaff’s recommendation: Receive a report from staff and provide direction as appropriate.
