Letter of Public Convenience and Necessity-Grocery Outlet Inc.\nRecommendation: Council approve the attached letter supporting the issuance of an Off-Sale\n(Type 20 — Supermarket) Alcoholic Beverage License within Census Tract No. 461.02 to\nGrocery Outlet Inc. for the proposed Grocery Outlet located at 691 W. Hobsonway in Blythe\nwith the full knowledge of the undue concentration provision as outlined by the Alcohlic\nBeverage Control Board (ABC).

Memorandum of Understanding between City and Palo Verde Unified School District for\nthe 2023/24 School Year and 2024 Summer School Programs.\nRecommendation: Authorize the Interim City Manager to execute an agreement with PVUSD\nauthorizing the City to Collaborate with PVUSD to provide expanded learning opportunities to\nPVUSD student participants at the Joe Wine Blythe Recreation Center as part of PVUSD’s\n2023-204 School Year and 2024 Summer Program. It is further recommended Council\nincrease the number of budgeted part-time Recreation Center Aide positions in the FY\n2023/2024 Operating and Capital Budget from 7 to 15 positions to accommodate the staffing\nneeds of this program.

Funding Agreement between City and Chamber of Commerce for Tourism Activities.\nRecommendation: Authorize the Interim City Manager to negotiate and execute an agreement\nbetween the City and Chamber to memorialize the terms relating to the Chamber's Use of City\nFunding for tourism activities, once reviewed and approved by the City Attorney.\nADJOURNMENT The next meeting will be held on September 12, 2023 at 6:00 p.m. in the Council\nChamber, 235 N. Broadway, Blythe, California.
