11. Amendment to Professional Service Agreement with Tripepi, Smith and Associates.\nRecommendation: Authorize the Interim City Manager to execute an Amendment to the\nProfessional Services Agreement between the City and Tripepi Smith for communication and\nmarketing services.

12. Adoption of an MOU for the Clerical/Para-Professional/Recreation Unit.\nRecommendation: Council Adopt the following Resolutions:\nRESOLUTION NO. 2023-019. 14. Ordinance No. 923-23 Amending Chapter 17.26 (Signs) of Title 17 (Zoning) of the Blythe\nMunicipal Code.\nRecommendation: The City Council, acting as the City’s Planning Agency, continue the public\nhearing regarding Ordinance No. 923-23.

15. Save Chuck.\nRecommendation: Receive and file a report on Save Chuck.

16. Acceptance of the Palo Verde Valley Community Improvement Fund Grant Award.\nRecommendation: Authorize the Interim City Manager to accept and to extend funds in the\namount of $35,000.00 provided by The Palo Verde Valley Community Improvement Fund to\nuse toward the Blythe Police Department’s Quality of Life Program.\nAny writings or documents provided to a majority of the City Council regarding any item on this Agenda will be made available for\nPublic inspection in the City Clerk’s Office at City Hall, 235 N. 17. Letter of Public Convenience and Necessity-Grocery Outlet Inc.\nRecommendation: Council approve the attached letter supporting the issuance of an Off-Sale\n(Type 20 — Supermarket) Alcoholic Beverage License within Census Tract No. 461.02 to\nGrocery Outlet Inc. for the proposed Grocery Outlet located at 691 W. Hobsonway in Blythe\nwith the full knowledge of the undue concentration provision as outlined by the Alcohlic\nBeverage Control Board (ABC).

18. Memorandum of Understanding between City and Palo Verde Unified School District for\nthe 2023/24 School Year and 2024 Summer School Programs.\nRecommendation: Authorize the Interim City Manager to execute an agreement with PVUSD\nauthorizing the City to Collaborate with PVUSD to provide expanded learning opportunities to\nPVUSD student participants at the Joe Wine Blythe Recreation Center as part of PVUSD’s\n2023-204 School Year and 2024 Summer Program. It is further recommended Council\nincrease the number of budgeted part-time Recreation Center Aide positions in the FY\n2023/2024 Operating and Capital Budget from 7 to 15 positions to accommodate the staffing\nneeds of this program.

19. Sage Lovekin Blythe, LLC Development.\nRecommendation: Provide direction to staff on steps staff may take to work with Sage Lovekin\nBlythe, LLC to facilitate the development of a Chipotle Restaurant to be located on the SW\ncorner of Lovekin and Hobsonway.

Funding Agreement between City and Chamber of Commerce for Tourism Activities.\nRecommendation: Authorize the Interim City Manager to negotiate and execute an agreement\nbetween the City and Chamber to memorialize the terms relating to the Chamber's Use of City\nFunding for tourism activities, once reviewed and approved by the City Attorney.\nADJOURNMENT The next meeting will be held on September 12, 2023 at 6:00 p.m. in the Council\nChamber, 235 N. Broadway, Blythe, California.

Approval of the Payroil Register.\nRecommendation: Approve 8/8/2023, warrants numbered 53751 through 53769 and Direct\nDeposit warrants numbered 56351 through 56412 in the amount of $268,158.16; 8/8/2023,\nwarrants numbered 53770 through 53780 in the amount $8,223.00; 8/8/2023, warrants\nnumbered 53781 through 53799 and Direct Deposit warrants numbered 56413 through 56474\nin the amount of $263,941.52; 8/8/2023, warrants numbered 53800 through 53801 in the\namount of $67.61 and 8/8/2023, warrants numbered 53802 through 53818 in the amount of\n$82,048.45.

9. Acceptance of Work- Police Department Roof Repairs.\nRecommendation: Accept the work performed by MT Construction Team, Inc. for roof repairs\nat the Blythe Police Department located at 240 N. Spring Street and authorize the Mayor and\nCity Clerk to execute and file the Notice of Completion for the project.
