Approve Amendment No. 1 to Golf Course Maintenance and Operation\nAgreement with Western Golf Properties, LLC.;\n— 2. Appropriate $60,000 for future fiscal years for reimbursement of minor\nCapital Improvements at golf course facilities; and\n— 3. Authorize the City Manager to approve reimbursement to operator for\nany minor Capital Improvements to golf course facilities in an amount not-to-\nexceed $60,000 within the fiscal year. Funding for $60,000 will come from\nGolf Course Fund (Fund 465) revenues and will be programmed annually as\npart of the budget process. There is no fiscal impact on the General Fund.

5E. Approve a Professional Design Services Agreement with Iteris, Inc. for the\nPreparation of Plans, Specifications, and Engineering Estimate for the\nImplementation of the City of Brea Closed Caption Television (CCTV) System.\n— 1. Approve a Professional Design Services Agreement with Iteris, Inc. in\nthe amount of $214,726 for the Preparation of Plans, Specifications and\nEngineering Estimate for the Implementation of the City of Brea Closed\nCircuit Television (CCTV) System. The BSCC grant will reimburse $214,726\nfor costs incurred through December 2026

5F. Professional Services Agreements for Annual As-Needed Design and Civil\nEngineering Services for Various Capital Improvement Program and Private\nDevelopment Projects\n— 1. Approve Professional Service Agreements between the City of Brea and\nArdurra Group, Inc.; JMDiaz, Inc.; Kreuzer Consulting Group; Michael Baker\nInternational, Inc.; and Willdan Engineering for Design and Civil Engineering\nServices in the annual amount not-to-exceed $300,000 per year for two (2)\nyears, plus three (3) optional 1-year extensions; and\n— 2. Authorize the City Manager to approve extensions. The approved FY\n2023-25 CIP Budget includes all Design and Civil Engineering costs for each\nprogrammed project. There is no fiscal impact to the General Fund.

5G. Ambulance Equipment Purchase\n— 1. Approve the purchase of equipment for ambulances;\n— 2. Authorize the City Manager or designee to execute the purchases; and\n— 3. Amend the City's 2023-25 Operating Budget to appropriate an\nadditional $340,997 from the City's General Fund (Fund 110) to cover the\npurchase of equipment for ambulances plus a 10% contingency.

Award Contract with Urban Habitat in the amount of $16,511,884.55, plus a\n10% contingency, TELACU in the amount of $735,890, plus a 10% contingency,\nDavid Volz Design in the amount not-to-exceed $75,000 and Geocon West, Inc.\nin the amount not-to-exceed $250,000 for the Arovista Park Modernization\nProject, CIP Project No. 7978\n— 1. Reapprove the Plans and Specifications for the Arovista Park\nModernization Project, Capital Improvement Program (CIP) No. 7978 (Phase\n1), including Addendums #1, #2, and #3;\n— 2. Receive bids;\n— 3. Adopt Resolution No. 2024-017 to appropriate an additional\n$12,668,123 from a combination of existing CIP projects and available fund\nbalances described herein;\n— 4. Award Contract to the lowest responsive and responsible bidder, Urban\nHabitat, in the amount of $16,511,884.55;\n— 5. Authorize the Director of Public Works to issue Change Orders up to a\n“not-to-exceed” amount of 10% of the Urban Habitat Contract Price;\n— 6. Award a contract to TELACU for Construction Management and\nInspection Services for $735,890;\n— 7. Authorize the Director of Public Works to issue Change Orders up to a\n“not-to-exceed” amount of 10% of the TELACU Contract Price;\n— 8. Award a contract to David Volz, Inc. for Construction Support in an\namount “not-to-exceed” $75,000; and\n— 9. Award a contract to GeoCon West, Inc. for Soils Inspection, Materials\nTesting and Special Inspections in an amount “not-to-exceed” $250,000.
